AFTER FURTHER DISCUSSION, ON MOTION BY COMMISSIONER WODTKE, <br />SECONDED BY COMMISSIONER MASSEY) THE BOARD UNANIMOUSLY APPROVED A <br />SECOND EXTENSION OF TENTATIVE APPROVAL FOR SEMINOLE SHORES SUBDIVISION. <br />COMMISSIONER SCHMUCKER RETURNED TO THE MEETING, <br />CHAIRMAN LOY ASKED ATTORNEY COLLINS TO REPORT ON THE RESEARCH <br />HE HAS DONE IN REGARD.TO THE ESTABLISHMENT OF A CHARTER COMMISSION, <br />ATTORNEY COLLINS SYNOPSIZED WHAT HAS OCCURRED WITH REGARD TO <br />THE GOVERNMENT STUDY SINCE LAST MARCH, AT THAT TIME COUNTY ATTORNEY <br />BURCH WROTE A MEMO OUTLINING•BASICALLY THREE MAIN COURSES OF ACTION, <br />THE GOVERNMENT STUDY COMMITTEE RESEARCHED ALL THREE AND HAVE COME BACK <br />WITH A REPORT RECOMMENDING THE BOARD ADOPT A RESOLUTION PURSUANT TO <br />SECTIONS 125.60 THROUGH 125.64 OF THE FLORIDA STATUTES. ATTORNEY COLLINS <br />THEN REVIEWED THE PROCEDURE THAT WOULD BE FOLLOWED IF SUCH A RESOLUTION <br />WERE ADOPTED. <br />ATTORNEY COLLINS CONTINUED THAT THE CHARTER COMMISSION CAN <br />HAVE MEETINGS AS NECESSARY AND CAN SET UP THEIR OWN RULES AND REGULATIONS, <br />THEY -WILL BE CONTROLLED BY A MAJORITY, EACH MEETING IS REQUIRED TO BE <br />OPEN TO THE PUBLIC, THE CHARTER COMMISSION IS NOT ENTITLED TO RECEIVE <br />ANY COMPENSATION, BUT THEY ARE ENTITLED TO RECEIVE THEIR JUSTIFIABLE <br />EXPENSES AND TO EMPLOY A STAFF THAT IS DEEMED TO BE REASONABLE AND NECES- <br />SARY, THE PAYMENT FOR SUCH IS AUTHORIZED BY STATUTE TO COME FROM THE <br />GENERAL FUND OF THE COUNTY. THE CHARTER COMMITTEE MUST BY A MAJORITY, <br />VOTE APPROVE THE EXPENSES THEY SUBMIT. <br />COMMISSIONER SIEBERT ASKED IF THE BOARD WOULD HAVE ANY SAY <br />OVER THE EXPENSES OF THE CHARTER COMMISSION. <br />ATTORNEY COLLINS ANSWERED THAT THEY WOULD NOT, <br />ATTORNEY COLLINS FURTHER REPORTED THAT THE CHARTER COMMISSION <br />HAS,A MAXIMUM OF 18 MONTHS WITHIN WHICH TO COME BACK WITH A PROPOSED <br />CHARTER) BUT THE BOARD DOES HAVE THE AUTHORITY TO GRANT EXTENSIONS OF THAT <br />PERIOD, WHEN THE CHARTER COMMISSION APPROVES A CHARTER, THEY FORWARD <br />IT TO THE BOARD AND THE BOARD MUST THEN CALL A SPECIAL ELECTION, THE <br />CHARTER COMMISSION IS DISSOLVED ON ACCEPTANCE OR REJECTION OF THE CHARTER, <br />COMMISSIONER SIEBERT ASKED IF THERE ARE ANY RESTRICTIONS ON <br />• <br />MEMBERSHIP IN THE -CHARTER COMMISSION, <br />SEP 24 197 <br />4 - <br />BOOK 23 i,AGE3 7 <br />
