DR. FLOOD MADE HIS PRESENTATION AND EXPLAINED THAT THE STATE <br />HAS DECREASED THEIR ALLOCATION APPROXIMATELY $22,000.00, AND, IN ADDITION,. <br />BECAUSE OF THE COUNTY'S PAST HISTORY OF LATE COLLECTION OF TAXES, IS <br />REQUIRING THAT THE HEALTH DEPARTMENT MAINTAIN A 50% RESERVE, <br />COMMISSIONER SCHMUCKER ENTERED THE MEETING AT 1:45 O'CLOCK P.P., <br />AND COMMISSIONER MASSEY ENTERED THE MEETING AT 1:55 O'CLOCK P.1. <br />DR. FLOOD STATED THAT THIS IS AN ABSOLUTELY "BARE -BONES° <br />BUDGET; THAT THEY HAVE HAD NO INCREASE IN SALARIES AT ALL; AND EVEN WITH <br />A 10% INCREASE THIS YEAR, NEXT YEAR HE WOULD STILL PROBABLY HAVE A <br />DEFICIT. <br />CHAIRMAN LOY STATED THAT DR, FLOOD HAS OUTLINED HIS DIRE NEED <br />FOR THE 10% INCREASE AND THIS WOULD REQUIRE ANOTHER SET OF ADVERTISE- <br />MENTS, SHE ASKED ATTORNEY COLLINS TO EXPLAIN HOW THIS COULD BE ACCOM- <br />PLISHED, <br />ATTORNEY COLLINS EXPLAINED THIS WOULD INVOLVE TWO STATUTORY <br />REQUIREMENTS, STATUTE 200 WHICH APPLIES TO FIXING OF MILLAGES AND A <br />SPECIAL ACT KNOWN AS CHESTER'S BILL. A PUBLIC HEARING UNDER STATUTE 200 <br />MUST BE SET APPROXIMATELY SEVEN DAYS AFTER THE ADVERTISEMENT IS PUBLISHED; <br />MUST BE AFTER 5:00 O'CLOCK P.M.; AND MUST SHOW THE PERCENTAGE OF THE <br />INCREASE; AND A SECOND PUBLIC HEARING MUST BE HELD UNDER CHESTER'S BILL. <br />COMMISSIONER SCHMUCKER EXPLAINED FOR THE BENEFIT OF THE PRESS <br />THAT WHAT DR. FLOOD IS ASKING FOR IS ONLY A 1/100TH OF A MILL INCREASE. <br />HIS MILLAGE WILL GO FROM .12 TO .13. <br />CHAIRMAN LOY ASKED IF ANYONE PRESENT WISHED TO SPEAK <br />MR, GEORGE BULTEZ OF ROCKRIDGE AND BRANDON TIMM SPOKE IN AGREE- <br />MENT TO THE PROPOSED INCREASE IN THE HEALTH DEPARTMENT'S BUDGET, <br />ON MOTION BY COMMISSIONER SIEBERT, SECONDED BY COMMISSIONER <br />WODTKE, THE BOARD UNANIMOUSLY AUTHORIZED ADVERTISING PUBLIC HEARINGS <br />RELATIVE TO A 10% BUDGET INCREASE FOR THE INDIAN RIVER COUNTY HEALTH <br />DEPARTMENT AS FOLLOWS: THURSDAY, OCTOBER 9, 1975 AT 5:01 O'CLOCK P.M. <br />MONDAY, OCTOBER 13, 1975 AT 5:01 O'CLOCK P.M. <br />ON MOTION BY COMMISSIONER SIEBERT, SECONDED BY COMMISSIONER <br />MASSEY, THE BOARD UNANIMOUSLY AGREED TO CLOSE THE PUBLIC HEARING RELATIVE <br />TO THE HEALTH DEPARTMENT'S BUDGET FOR 1975-76. <br />THE BOARD RECESSED AT 2:20 O'CLOCK P.M. <br />SEP' 2 9 19 75 <br />Book 23 :.441.5 <br />
