Lowther <br /> District 4 <br /> December 10, 2002 <br /> Mr. Mickey Hartnett <br /> EPA Region 4 <br /> Atlanta Federal Center <br /> 61 Forsyth Street <br /> SNFC, EPA Mail Room <br /> Atlanta, GA 30303 <br /> Dear Mr. Hartnett: <br /> On behalf of Indian River County, Florida, I am pleased to submit this application for a $200,000 <br /> U.S. Environmental Protection Agency Brownfields Assessment Grant for the South Gifford <br /> Road Landfill Revitalization Project. The South Gifford Road Landfill is a former landfill located <br /> in a mixed residential and industrial area in unincorporated Indian River County. The landfill <br /> fronts a major roadway, (41" Street), adjacent to the Gifford community, which has been <br /> historically plagued by poor living conditions, including substandard housing, high unemployment, <br /> and substandard physical plant. The local environment has a history of dumping which predates <br /> the landfill and industrial activity. A Superfund site, and a municipal airport are located in the <br /> backyard of the Gifford community as well. <br /> Gifford recently received Front Porch designation, (2002), thereby demonstrating the <br /> community's desire and commitment to effect a positive change in their neighborhood. <br /> Converting the former landfill into beneficial reuse will work hand-in-hand with the Front Porch <br /> initiative. The South Gifford Road Landfill Revitalization Project is the first Brownfield project <br /> undertaken by the County.
