COMMISSIONER SIEBERT SUGGESTED THAT THE PLANNING rEPARTMENT BE <br />AUTHORIZED TO HIRE ONE ADDITIONAL PERSON FOR A PERIOD NOT TO EXCEED THREE <br />MONTHS TO WORK ON THIS PLAN, <br />CHAIRMAN LOY STATED THAT THIS IS AN EXTREMELY AMBITIOUS PROGRAM FOR <br />THE FIRST YEAR AND UNTIL WE GET COST FIGURES, WE WILL NOT KNOW HOW EXTENSIVE <br />A PROGRAM THE COUNTY WILL BE ABLE TO AFFORD. <br />ON MOTION BY COMMISSIONER SIEBERT, SECONDED BY COMMISSIONER 1,10DTKE, <br />THE BOARD UNANIMOUSLY AUTHORIZED THE PLANNING DIRECTOR TO HIRE ONE ADDITIONAL <br />PERSON, FOR A PERIOD NOT TO EXCEED THREE MONTHS, FOR THE PURPOSE OF DEVEL— <br />OPING A PLAN FOR A RECREATION REFERENDUM AND ALSO TO DEVELOP A PUBLIC IN— <br />FORMATION PROGRAM, <br />ATTORNEY COLLINS DISCUSSED WITH THE BOARD THE SETTING UP OF A <br />RECREATION TAX DISTRICT AND EXPLAINED THE DIFFERENCE BETWEEN A SPECIAL TAX <br />DISTRICT AND A FJUNICIPAL SERVICE TAXING DISTRICT. A 9UNICIPAL SERVICE TAXING <br />DISTRICT CAN BE ADOPTED WHEN AN AREA OF THE COUNTY HAS A PARTICULAR NEED, THE <br />BOARD CAN THEN SET—UP A MILLAGE THAT WILL SATISFY THAT NEED, A REFERENDUM IS <br />NOT REQUIRED TO SET—UP A MUNICIPAL SERVICE TAXING 'DISTRICT. <br />IN A SPECIAL TAXING DISTRICT YOU NEED A REFERENDUM, <br />THE BOARD AGREED THAT WE SHOULD HAVE A REFERENDUM. <br />ATTORNEY COLLINS STATED THAT WE WILL BE PROCEEDING UNDER CHAPTER <br />125.01, SEC. 5 (A, B & C), <br />HE CONTINUED THAT THE MUNICIPALITIES, IF THEY WANT TO BE INCLUDED, <br />MUST SO STATE BY ADOPTING AN ORDINANCE APPROVING A SPECIALS TAXING DISTRICT, <br />PRIOR TO THIS GOING TO THE PEOPLE FOR VOTE, IF A MUNICIPALITY CHOOSES NOT TO <br />BE A PART OF THIS SPECIAL TAXING DISTRICT, THEY WILL BE EXCLUDED IN THE VOTING, <br />THE BOARD RECESSED AT 12`:00 O'CLOCK `''JOON AND RECONVENED AT 1:49 0' <br />CLOCK P.M. <br />COMMISSIONER SIEBERT LEFT THE MEETING BECAUSE OF ILLNESS, <br />GENE MORRIS TAX COLLECTOR APPEARED AND PRESENTED THE ERRORS AND <br />INSOLVENCIES REPORT AND DOUBLE ASSESSMENTS THAT APPEARED ON THE 1973 TAX <br />ROLL. <br />THE FOLLOWING LETTER FROM c1R. °ORRIS IS HEREBY BEING MADE A PART OF <br />THESE MINUTES, <br />NOV 191975 <br />Roux 24.-Ac(41 <br />
