ATTORNEY COLLINS PRESENTED TO THE BOARD A RESOLUTION HE PREPARED <br />AT THE BOARD'S REQUEST STATING THAT ACCOMPANYING ALL REZONING APPLICATIONS <br />SHALL BE A VERIFIED DISCLOSURE BY THE APPLICANT OF ALL PERSONS HAVING A <br />LEGAL, BENEFICIAL OR EQUITABLE INTEREST IN THE APPLICANT ENTITY, <br />COMMISSIONER MASSEY QUESTIONED THE ADVANTAGE OF HAVING THIS <br />RESOLUTION. <br />CHAIRMAN LOY STATED THAT MORE DISCLOSURE BY THE APPLICANT GIVES <br />THE BOARD A LITTLE MORE INFORMATION IN ORDER TO MAKE A DECISION. <br />COMMISSIONER SIEBERT STATED THAT WE TRY TO MAKE OUR DECISION BASED <br />ON THE HIGHEST AND BEST USE OF THE LAND; HOWEVER, LAND -USE -CHANGE IS A <br />PRIVILEGE AND NOT A RIGHT AND DISCLOSURE TO SECURE THAT INFORMATION WOULD <br />BE BENEFICIAL IN ORDER TO MAKE A DECISION. <br />COMMISSIONER SCHMUCKER STATED THAT HE WAS IN FAVOR OF THIS DIS- <br />CLOSURE OF OWNERSHIP. <br />:ON.MOTION BY COMMISSIONER SIEBERT, SECONDED BY COMMISSIONER <br />SCHMUCKER, COMMISSIONER MASSEY VOTED IN OPPOSITION, THE BOARD ADOPTED <br />RESOLUTION lo, 75-$0, <br />DEC 171975 <br />26 <br />600 <br />
