RESOLUTION NO. 2005- 042
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS
OF INDIAN RIVER COUNTY, FLORIDA, IN SUPPORT OF THE
DOCTRINE OF LOCAL SOURCES FIRST AND IN SUPPORT OF
DEVELOPING ALTERNATIVE WATER SUPPLIES.
WHEREAS, water is one of Florida's most valuable and essential natural
resources; and
WHEREAS, the citizens of Indian River County depend on water for drinking,
household use, power generation, and industrial purposes; and
WHEREAS, water is vital to our County's agricultural industry; and
WHEREAS, citizens of this County enjoy our rivers and lakes for recreational
purposes and are concerned about the preservation of our environment; and
WHEREAS, our County's groundwater is a precious limited resource and it is
becoming more apparent that we must reduce our dependence on groundwater to
avoid overuse of this resource; and
WHEREAS, in order to reduce our dependence on groundwater, it is important to
develop alternative water supply sources to offset the growing demand on our natural
supply of fresh water and reduce the potential for environmental impact; and
WHEREAS, alternative water sources are needed on a state-wide basis to
ensure protection of areas with abundant groundwater; and
WHEREAS, development of alternative water sources will protect the doctrine of
"Local Sources First" so that local municipalities will be able to meet their own needs
while also meeting the needs of other areas in the state;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS that:
1. The Board supports legislation that seeks to develop alternative water sources to
offset the growing demand on our natural supplies of fresh water.
2. The Board supports legislation that will develop alternative water sources that will
reduce the potential for environmental impact.
3. The Board supports legislation that will develop alternative water sources on a state-
wide level so that areas of abundant groundwater resources will be protected and
the doctrine of "Local Sources First" will be preserved.
1
