} <br />I <br />COMMISSIONER Loy STATED THAT SHE COULD UNDERSTAND COMMISSIONER <br />SCHMUCKER`S CONCERN, BUT NOTED THAT THE FIRST STEP WOULD JUST•BE A BASIC <br />OVERALL SURVEY OF WHAT PRESENTLY EXISTS IN THE COUNTY, WHICH WILL TAKE A <br />CONSIDERABLE AMOUNT OF TIME. THIS WILL SHOW WHERE THE MOST SERIOUS PROBLEMS <br />ARE AND WHERE WE HAVE TO START. SHE STATED SHE WOULD NOT ANTICIPATE ANY <br />DRASTIC MOVES, BUT DID FEEL THE.CODE IS THE BASIC TOOL WE NEED TO GET <br />STARTED ON A POSITIVE PROGRAM, <br />CHAIRMAN SIEBERT SAID IN REGARD TO ANY ABUSES THAT MIGHT POSSIBLY <br />OCCUR, THERE IS.A REMEDY AS THE OWNER HAS THE RIGHT OF APPEAL. <br />COMMISSIONER MASSEY NOTED THAT IT COULD COST MONEY TO TAKE AN <br />APPEAL TO COURT. <br />DON ADAMS REPLIED THAT THE RIGHT OF APPEAL IS AFFORDED TO ANYONE <br />AS THEY CAN GO TO THE BOARD OF APPEALS. HE STATED THAT HE FELT THOSE WHO <br />DRAFTED THE CODE FORESAW THE POSSIBILITY OF SOMEONE BEING MISTREATED. <br />COMMISSIONER Loy POINTED OUT THAT IF WE ADOPTED THIS, WE WOULD <br />HAVE TO APPOINT A NEW GOVERNMENT BODY KNOWN AS THE HOUSING BOARD OF ADJUST- <br />MENTS AND APPEALS. <br />MR. ADAMS SAID HE HAD RECOMMENDED THIS AND RECOMMENDED THAT SOMEONE <br />BE APPOINTED TO THIS BOARD FROM THE MINORITY GROUPS. <br />COMMISSIONER LOY ASKED WHEN THIS CODE WAS UNDER CONSIDERATION BY <br />THE CITY OF VERO BEACH, WERE OBJECTIONS RAISED BY ANY GROUPS? <br />DON ADAMS REPLIED THAT SOME MEMBERS OF THE ECONOMIC OPPORTUNITIES <br />COUNCIL AT FIRST OBJECTED UNTIL HE EXPLAINED IT TO THEM MORE THOROUGHLY, <br />AND THEN THEY RETRACTED THEIR OBJECTIONS. <br />COMMISSIONER WODTKE ASKED WHETHER MR. ADAMS WAS PROPOSING THIS <br />CODE TO ASSIST HIM MORE IN REGARD TO THE STRUCTURES WE NOW HAVE OR THOSE <br />THAT WILL BE BUILT. <br />MR. ADAMS NOTED THAT THE BUILDING CODE PRESENTLY COVERS FUTURE <br />STRUCTURES. HE CONTINUED THAT HIS DEPARTMENT HAS COMPILED MUCH INFORMATION <br />ON SUBSTANDARD HOUSING, BUT DOES NOT HAVE THE MEANS TO DO ANYTHING ABOUT <br />IT. HE FELT THAT LIVING CONDITIONS IN INDIAN RIVER COUNTY WILL BE IMPROVED <br />WITH THE HOUSING CODE AND ONCE IT IS ADOPTED, HE WILL START TRYING TO <br />ADOPT METHODS TO ASSURE FULL COMPLIANCE WITH THE CODE OVER A PERIOD OF YEARS.1 <br />A <br />20 <br />MAR 10 197t <br />
