MELVIN TANEN STATED THAT THE UTILITY COMPANY IS ACTUALLY A <br />SEPARATE THING, AND WHEN YOU HAVE AN INVESTMENT YOU LOOK FOR A RETURN, <br />HE STATED THEY HAVE NEVER HAD THIS RETURN AND IT HAS NOW REACHED A <br />POINT WHERE THEY CAN T EXIST WITH THE SITUATION THE WAY IT IS. <br />ATTORNEY BOGOSIAN POINTED OUT THAT EVEN THOUGH TO SOME EXTENT <br />THE PRICE OF THE PLANT WAS BUILT IN WHEN THE HOMES WERE SOLD, SERVICE <br />HAS BEEN SUPPLIED FOR 16 YEARS AT A VERY NOMINAL CHARGE,AND HE FELT NO ONE <br />WOULD RUN A BUSINESS IF HE COULD NOT MAKE A REASONABLE RATE OF RETURN, <br />COMMISSIONER WODTKE THEN QUESTIONED MR. EDELSTEIN IN DETAIL <br />ABOUT HIS FINANCIAL STATEMENT, ESPECIALLY WITH REGARD TO THE LARGE JUMP <br />IN OPERATING COSTS FROM 1974 TO 1975, WHICH MR. EDELSTEIN STATED WAS <br />DUE TO REPAIRS AND CAPITAL IMPROVEMENTS, <br />COMMISSIONER LOY ASKED MR, TANEN IF HE INTENDED TO PUT IN <br />TWO NEW PLANTS, TO PUT DOWN NEW WELLS AND WATER TREATMENT SYSTEMS, AND <br />WHETHER HE HAD ANY PLANS FOR EXPANSION. <br />MR. TANEN STATED THEY ARE GOING TO PUT IN A COMPLETE NEW SEWER <br />PLANT; THAT THEY HAVE NO WAY TO GO WITH THE WELLS, BUT WILL HAVE TO PUT <br />IN A PURIFYING TYPE SYSTEM TO CEEAR UP THE WATER, AS TO EXPANSION, <br />THEY ARE PLANNING TO PUT IN AN EXPANDABLE•UNIT AND ALREADY HAVE A FRANCHISE <br />THAT COVERS A GOOD SIZE AREA, BUT NO ONE HAS APPROACHED THEM IN THIS <br />REGARD. <br />k <br />JAMES BEINDORF, ENGINEER, INFORMED THE BOARD THAT THIS FACILITY <br />WAS CITED SEVERAL YEARS AGO AND THEY NOW ARE OPERATING UNDER A TEMPORARY <br />PERMIT THAT SETS SPECIFIC DATES FOR CERTAIN THINGS TO BE DONE, BY JUNE <br />OF THIS YEAR EITHER A NEW SEWAGE PLANT MUST BE CONSTRUCTED OR THE OLD <br />ONE MUST MEET THE MINIMUM STANDARDS, AND THEY CANNOT GET THE QLD PLANT <br />UP TO THOSE STANDARDS, BY THE END OF 1976, THERE MUST BE A CURRENT ;I <br />OPERATING PERMIT FROM THE STATE THAT WILL SHOW EVERYTHING IS OPERATING <br />S <br />WITH 90% EFFICIENCY.
