V <br /> RESOLUTION NO. 2004- 131 <br /> RESOLUTION OF THE INDIAN RIVER COUNTY BOARD <br /> OF COUNTY COMMISSIONERS REQUESTING ONE <br /> HUNDRED PERCENT (100%) FEDERAL DISASTER <br /> RELIEF FOR HURRICANES FRANCES AND JEANNE. <br /> WHEREAS, Indian River County suffered catastrophic losses due to the direct <br /> impact of Hurricanes Frances and Jeanne; and <br /> WHEREAS, Hurricanes Frances and Jeanne were officially recognized and <br /> declared disasters by the local, state, and federal government agencies having <br /> appropriate legal authority to do so; and <br /> WHEREAS, direct impact of two hurricanes on a single community within a <br /> period of three weeks is historically unprecedented; and <br /> WHEREAS, the ability to maintain the present tax base has been jeopardized as <br /> a result of the two combined disasters; and <br /> WHEREAS, the fiscal and economic recovery of Indian River County will be of a <br /> long duration, and <br /> WHEREAS, the magnitudes of two combined.disasters has seriously jeopardized <br /> the ability to meet local disaster obligations. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE INDIAN RIVER COUNTY <br /> BOARD OF COUNTY COMMISSIONERS, THAT: <br /> 1. The Board of County Commissioners hereby petitions the Governor of the <br /> State of Florida to declare Indian River County eligible for one hundred percent (100%) <br /> reimbursement of disaster related expenses for both hurricanes. <br /> 2. The Board further requests the Governor to petition the United States <br /> government to also to declare Indian River County eligible for one hundred percent <br /> (100%) reimbursement of disaster related expenses for both hurricanes. <br /> This Resolution was moved for adoption by Commissioner <br /> Adams and the motion was seconded by Commissioner <br /> Lowther , and, upon being put to a vote,the vote was as follows: <br /> Chairman Caroline D. Ginn Aye <br /> Vice Chairman Arthur R. Neuberger Aye <br /> Commissioner Thomas S. Lowther Aye <br /> Commissioner Kenneth R. Macht Aye <br /> Commissioner Fran B.
