RESOLUTION 2005- 084 <br /> A RESOLUTION BY THE BOARD OF COUNTY COMMISSIONERS OF INDIAN <br /> RIVER COUNTY, FLORIDA, NOMINATING AN AREA TO INCLUDE THE GIFFORD <br /> COMMUNITY ALONG WITH PROPERTIES SURROUNDING AND INCLUDING <br /> THE VERO BEACH MUNICIPAL AIRPORT AS A FLORIDA ENTERPRISE ZONE; <br /> FINDING THAT THE NOMINATED AREA MEETS THE REQUIRED CRITERIA, <br /> PURSUANT TO THE FLORIDA ENTERPRISE ZONE ACT. <br /> WHEREAS, the State of Florida enacted the Florida Enterprise Zone Act, <br /> Sections 290.001 - 290.016, Florida Statutes, to provide incentives to induce private <br /> investment into distressed 'areas to create economic opportunities and sustainable <br /> economic development; and <br /> WHEREAS, the economic base of the County is historically dependent on <br /> agriculture and the service industries, resulting in high seasonal unemployment; and <br /> WHEREAS, the Nominated Area has been adversely affected and continues to <br /> suffer extraordinary economic distress due to the historical nature of the local economy; <br /> and <br /> WHEREAS, the Nominated Area suffered major damages as a.result of the 2004 <br /> hurricane season; and <br /> WHEREAS, the area included in Census Tract 502, Block Group 1, and Census <br /> Tract 503.02, Block Groups 1, 3 and 4, known as the Gifford Community inclusive of <br /> the Gifford Front Porch Community and area surrounding and including the Vero Beach <br /> Municipal Airport, is a distressed area which exhibits unacceptable levels of poverty, <br /> unemployment, physical deterioration, and economic disinvestment; and <br /> WHEREAS, the Board of County Commissioners determines that the <br /> rehabilitation, conservation or redevelopment of this area is necessary in the interest of <br /> public health, safety, and welfare of the residents; and <br /> WHEREAS, the Board of County Commissioners recognizes the importance of <br /> private investment into distressed areas to provide a balanced and more diversified <br /> economic base; and <br /> WHEREAS, the Board of County Commissioners determines that the <br /> revitalization of such area can occur only if the private sector can be induced to invest <br /> its own resources that build or rebuild the economic vitality of the area. <br /> 1 <br />
