THESE SUBDIVISIONS. HE CONTINUED THAT HE FELT THE FIGURES PRESENTED IN <br />THEIR PRO -FORMA STATEMENT ARE IN NO WAY OUT OF LINE AND THAT THE STATE- <br />MENTS PRESENTED BY SOUTHERN GULF UTILITIES ARE ACCURATE, AND $29,000 TO <br />$30,000 A YEAR IS NEEDED TO OPERATE THE SYSTEM. HE NOTED ALSO THAT AS <br />THE COST OF ELECTRICITY RISES, THEY CANNOT ADD ON A SURCHARGE AT RANDOM <br />AND SO THEIR EXPENSES WILL BE CONTINUALLY BE ON THE RISE, AND AS POINTED <br />OUT BEFORE, THE EXISTING SYSTEM IS UNr7:R CITATION BY THE D.E.R. <br />MR. LOHMAN INFORMED THE BOARD THAT WITH THE FIGURES SUGGESTED <br />BY THE ADMINISTRATOR`S STAFF, HE COULD SEE NO WAY TO MEET EXPENSES THIS <br />YEAR OR EVEN BREAK EVEN NO MATTER HOW EFFICIENTLY THEY OPERATED THE SYSTEM, <br />AND WITH THIS RATE OF RETURN, HE COULD NOT SEE ANY WAY TO BORROW THE MONEY <br />TO PUT IN A NEW PLANT. HE STATED THAT THEY HAVE NO ALTERNATIVE OTHER THAN <br />TO GO THROUGH WITH THE TRANSFER OF THE FRANCHISE, BUT IF THE RECOMMENDED <br />RATES ARE APPROVED, THEY WOULD HAVE TO COME BACK BEFORE THE BOARD IN <br />ABOUT SIX MONTHS TO ASK .FOR ANOTHER RAISE. <br />COMMISSIONER.MASSEY ASKED IF MR. LOHMAN WAS OWNER OF THE OLD <br />SANS SOUCI MOBILE HOME PARK, NOW CALLED THE LAMPLIGHTER, AS HE HAD IN- <br />SPECTED IT RECENTLY, AND THERE DO NOT APPEAR TO HAVE BEEN MANY IMPROVEMENTS <br />MADE TO ITS SEWAGE SYSTEM, <br />MR. LOHMAN ANSWERED THAT THE SANS SOUCI MOBILE HOME PARK HAD <br />AN EXISTING 5,000 GALLON CAPACITY SEWAGE TREATMENT SYSTEM. HE CONTINUED <br />THAT A 15,000 GALLON TREATMENT PLANT HAS BEEN MOVED UP THERE AND IS SITTI.NG <br />THERE NOW. THEY HAVE BEEN TRYING FOR SIX MONTHS, BUT HAVE NOT BEEN ABLE <br />SO FAR TO OBTAIN THE PERMITS NECESSARY TO INSTALL IT. <br />COMMISSIONER MASSEY ASKED WHEN TREASURE COAST GETS A RATE IN- <br />CREASE GRANTED, HOW LONG WILL IT TAKE TO IMPROVE THE PLANT AT WHISPERING <br />PALMS AND DIXIE GARDENS? <br />MR. LOHMAN STATED THAT THEY WOULD BE HAPPY TO POST A PERFORM- <br />ANCE BOND THAT THE SYSTEM WILL BE INSTALLED AND THE OPERATION UP -GRADED. <br />COMMISSIONER WODTKE QUESTIONED THE AMOUNT SET OUT ON THE PRO - <br />FORMA STATEMENT FOR TAXES AND LICENSES AS IT IS CONSIDERABLY LARGER THAN <br />THE AMOUNT SET OUT BY IXORA UTILITIES, EVEN THOUGH THEY HAVE MORE CUSTOMERS. <br />MR. LOHMAN EXPLAINED THAT THEIR TREATMENT PLANT SITE IS A <br />LITTLE MORE THAN TWO ACRES, WHICH HE FELT WOULD PROVE TO BE LARGER THAN <br />THAT OF IXORA UTILITIES, AND THE CHAIRMAN AGREED THAT IT WAS. <br />4 !p <br />APR 2 8 1976 "�Ao 31 <br />
