(1) The first phase includes the annual needs assessment, during which the land <br />acquisition policy directives and objectives are reviewed and discussed, as well as <br />existing and potential funding sources. <br />(2) The second phase includes the compilation of lands to be reviewed for <br />acquisition consideration. <br />(3) The third phase includes a preliminary evaluation and prioritization of the <br />lands identified for review. <br />(4) The fourth phase refines the priority list and establishes a work plan for <br />acquisition, including a detailed review of property characteristics. <br />(5) The fifth phase includes a facilities/management assessment, which includes <br />a general assessment of annual maintenance cost funding implications and facilities <br />development time frames. <br />(6) The sixth phase includes an appraisal of the land and a determination <br />whether .such land warrants continued consideration. This phase includes a due <br />diligence investigation of the properties consistent with the requirements of Florida <br />law, and, at a minimum, includes an environmental assessment and surveys. <br />(7) The seventh phase is a report and recommendation to the Board. <br />Since the beginning of the environmental lands program, the County has <br />purchased, or jointly with other public agencies purchased, over 7,600 acres of land <br />under the program. The County has expended in excess of $60,000,000 thus far on the <br />program, with $15,000,000 of that from the 1995 Bonds, $11,000,000 of that from the <br />2001 Bonds and approximately $34,000,000 coming from matching funds from other <br />public agencies. <br />The County intends to use proceeds of the Bonds to pay for the cost of acquiring <br />additional properties approved for acquisition by the Board, as well as costs incurred <br />by the County in investigating these and other properties considered by the Advisory <br />Committee, whether or not ultimately purchased by the County. <br />5 <br />
