W <br />A <br />MR. CALMES STATED THAT THEY WOULD NOT, <br />COMMISSIONER L.OY AGREED THAT THE PREFERENTIAL TREATMENT OBTAINED <br />THROUGH THE COVENANT MIGHT VERY WELL ENCOURAGE A NEW DEVELOPER TO DEVELOP <br />THE LAND, BUT THAT IS NOT THE CASE HERE AS THE LAND IS ALREADY DEVELOPED A <br />THE GOLF COURSES IN THIS COUNTY HAVE ALREADY RECEIVED PREFERENTIAL <br />TREATMENT. <br />MR. BARNES NOTED THAT WHERE A "GREEN BELT" ASSESSMENT HAS <br />BEEN APPLIED, IT HAS RESULTED IN GREATER INCOME TO THE COUNTY, AND HE <br />FEELS IT IS NEEDED AS AN ENCOURAGEMENT TO PRIVATE DEVELOPERS. HE ALSO <br />STATED THAT MOST GOLF COURSES OPERATE IN THE RED, <br />DISCUSSION AROSE AS TO WHO OWNS THE GOLF COURSE, AND IT WAS <br />DETERMINED THAT VISTA PROPERTIES BOTH OWNS THE GOLF COURSE AND MANAGES <br />THE CONDOMINIUMS, <br />CHAIRMAN SIEBERT POINTED OUT THAT THE QUESTION TO BE DECIDED <br />TODAY IS WHETHER OR NOT TO HOLD A PUBLIC HEARING ON THE QUESTION OF <br />ENTERING INTO A COVENANT WITH VISTA PROPERTIES. HE STATED HE FELT VISTA <br />PROPERTIES MUST PROVE TO THE BOARD THAT IT IS IN THE TOTAL INTEREST <br />OF THE PUBLIC FOR VISTA PROPERTIES TO RECEIVE PREFERENTIAL TREATMENT <br />IN ADDITION TO THAT WHICH THEY ALREADY RECEIVE AS IN OTHER COUNTIES THE <br />GOLF COURSE LAND WOULD BE ASSESSED AT THE SAME VALUE AS THE SURROUNDING <br />PROPERTY. <br />DISCUSSION CONTINUED AS TO WHETHER A DEVELOPER BUILDS A GOLF <br />COURSE MAINLY FOR THE BENEFIT OF THE PUBLIC OR FOR THE BENEFIT OF HIS <br />PARTICULAR DEVELOPMENT, AND MR. CALMES NOTED THAT THEY HAVE TWO wm- ER <br />DEVELOPMENTS IN THE AREA THAT HAVE BEEN VERY SUCCESSFUL WITHOUT HAVING A <br />GOLF COURSE, <br />COMMISSIONER WODTKE STATED THAT HE IS VERY RARELY NOT IN AGREE - <br />RENT WITH ANYONE HAVING A PUBLIC HEARING AND WOULD NOT VOTE AGAINST HAVING <br />ONE, BUT HE DOES FEEL THAT IN THIS PARTICULAR DEVELOPMENT, WHICH IS NEITHER <br />ON THE OCEAN NOR THE RIVER, THEY WOULDN'T HAVE THE SALES UNLESS THE GOLF <br />COURSE WAS THERE, AND HE, THEREFORE, FEELS IT IS A COMMERCIAL ENTERPRISE <br />IN TOTO. HE CONTINUED THAT HE WOULD HAVE A PROBLEM JUSTIFYING THAT IT IS IN <br />THE BEST INTERESTS OF THE CITIZENS OF THE COUNTY TO GIVE VISTA PROPERTIES <br />ANY PREFERENTIAL TREATMENT BEYOND THAT WHICH THEY ALREADY RECEIVE. <br />30 <br />51976 � 4` tw .i <br />
