A <br />THE BOARD DISCUSSED THE FOLLOWING REPORT SUBMITTED BY L. S. <br />"TOMMY" THOMAS, COUNTY COORDINATOR, IN REGARD TO THE COMPREHENSIVE EMPLOY- <br />MENT AND TRAINING ACT. <br />FROM: L.S. "Tommy" Thomas, Intergovernmental Coordinator <br />SUBJECT: Comprehensive Employment and Training Act, Title II and Title VI <br />Appropriation <br />DATE: April 28, 1976 <br />On April 15th, Congress passed a new appropriation for Title <br />II and VI for the next 15 months. The County Commission does not currently <br />employ anyone under these two programs. I have discussed this matter with <br />Mr. Jack Jennings and he believes that if there are other agencies and organ- <br />izations in the County who could use these funds, that it would be better <br />to place them accordingly. <br />The last time we had a substantial number of CETA employees, we <br />experienced a very high turn -over rate. In as much as most of.the County <br />employees require a certain amount of training, this was actually an ex- <br />pensive operation. Mr. Jennings has asked me to bring this matter to your <br />attention for any comments or considerations you may have. At this time we <br />-do not know the amount of money that will be made available to Indian River <br />County under these programs. <br />I think it is interesting to note that a recent tax study shows <br />that Florida pays $1.46 (the highest of the 50 States) for every grant dollar <br />they receive in return. It is not a very efficient financial operation fo'r <br />the State of Florida. I think it could indicate specifically that the <br />States with the largest metropolitan areas are the winners along with some <br />States who have had a continuing record of poverty. It could also indicate <br />thatthe State of Florida, as a whole, does not make a serious enough effort <br />to obtain their share of the funds. <br />VAL BRENNAN, PLANNING DIRECTOR, ASKED THE BOARD TO CONSIDER <br />HIRING TWO EMPLOYEES FOR THE PLANNING DEPARTMENT OUT OF CETA FUNDS, <br />HE NOTED THAT THE BOARD HAS APPROVED HIRING A PERSON TO WORK ON THE STREET <br />NUMBERING AND NAMING PROJECT, AND HE SUGGESTED HIRING SOMEONE TO START IN <br />JULY WHEN THE PROGRAM STARTS AS THE PROGRAM WILL BE FOR A YEAR'S DURATION. <br />1 HE CONTINUED THAT THEY ALSO NEED <br />SOMEONE FOR GENERAL OFFICE WORK THAT <br />HIS STAFF IS JUST NOT ABLE TO GET TO, SUCH AS THE COLORING OF ZONING MAPS. <br />A. M. <br />COUNTY COORDINATOR THOMAS ENTERED THE MEETING AT 8:50 O'CLOCK <br />CHAIRMAN SIEBERT ASKED WHAT CETA FUNDS WILL BE AVAILABLE. <br />MR. THOMAS STATED THAT TITLE I WILL GO TO THE COMMUNITY COLLEGE <br />FOR ABOUT $200,000-00, AND WE SHOULD KNOW THIS MONTH ABOUT TITLE II. <br />CONGRESS IS JUST ABOUT TO ACT ON TITLE VI.
