1. Impact Fee/Capacity Charge Grants <br />a. Description <br />The IRCLHAProgram anticipates providing .grants for the <br />payment of water and sewer capacity charges as well as <br />electric, and traffic impact fees for eligible housing <br />units for qualified eligible persons or sponsors. Funds <br />for impact fee grants shall be transferred directly to <br />the appropriate impact fee or capacity charge account <br />corresponding to the eligible housing unit. Grants may <br />be provided for connection of existing housing units to <br />public utility services only for verylow and low income <br />owner -occupied households. Impact fee/capacity charge <br />grants may not be awarded in combination with <br />downpayment/closing cost loan assistance. <br />Grants provided to pay capacity charges to connect <br />existing housing units to public utility services will <br />eliminate a financial burden for an owner who may be <br />unable to afford making a lump sum payment of the fees, <br />or financing payment of the fees at current market rates. <br />When an existing home is to be rehabilitated under the <br />Rehabilitation grant Assistance Strategy, a combination <br />impact fee grant and rehabilitation grant may be awarded. <br />Impact.fee grants may be leveraged with private funds and <br />all applicable state or federal programs. <br />b. Eligibility <br />i. Geographic Area <br />Impact fee/capacity charge grants may be made <br />anywhere in the County, including all <br />municipalities located within the County. <br />ii. Housing Unit Classification <br />All housing units shall be owner -occupied <br />residences. Mobile homes are not eligible. <br />iii. Applicant Classification <br />(a) Impact fee/capacity charge grants may be <br />awarded to the following: <br />1. Very Low -Income Eligible Persons <br />2. Low Income Eligible Persons, only when the <br />impact fee grant is a match for another <br />housing program, such as the CDBG program, <br />12 <br />
