2. Impact Fee/Capacity Charge Loans <br />a. Description <br />The IRCLHAProgram anticipates providing no -interest <br />loans for the payment of water and sewer capacity <br />charges as well as electric and traffic impact fees for <br />housing units for qualified eligible persons or <br />sponsors. Funds for impact fee/capacity charge loans <br />shall be transferred directly to the appropriate impact <br />fee or capacity charge account corresponding to the <br />eligible housing unit. Loans may be provided for <br />connection to public utility services for new <br />construction or existing owner -occupied homes. <br />For new homebuyers, such loans will reduce the financial <br />cost, as the loans will be deferred and therefore <br />eliminate the need .to include impact fees .and capacity <br />charges in the overall, up front, financing costs for a <br />housing unit. Such loans provided to pay capacity <br />charges to connect existing housing units to public <br />utility services will allow owners to defer the payment <br />of such fees until the time the housing unit is sold. <br />When an existing home is to be rehabilitated under the <br />Rehabilitation Loan Assistance Strategy, a combination <br />impact fee/capacity charge loan and rehabilitation loan <br />may be awarded. <br />Impact fee/capacity charge loans may be leveraged with <br />private funds and all applicable state or federal <br />programs. <br />b. Eligibility <br />i. Geographic Area <br />Impact fee/capacity charge loans may be made <br />anywhere in the County, including all <br />municipalities located within the County. <br />ii. Housing Unit Classification <br />All housing units shall be owner -occupied <br />residences. Mobile Homes are not eligible. <br />iii. Applicant Classification <br />(a) Impact fee/capacity charge loans may b.e <br />awarded to the following: <br />1. Non-profit Organizations <br />2. Very Low -Income Eligible Persons <br />3. Low -Income Eligible Persons <br />
