minimum open space for the entire project shall meet or <br />exceed the requirements of section 915.18); <br />10. Minimum preservation/conservation area per lot; <br />Note: additional conceptual plan submittal requirements are <br />listed -out in section.915.22 <br />(2) Notwithstanding other provisions in this chapter (915) and <br />Chapter 971, specific land use criteria listed in Chapter 971 <br />may be waived (modified or not applied) where such criteria <br />would merely apply to the compatibility of uses within the <br />P.D. project area if approved by the county. Where specific <br />land use criteria apply to the relationship of a use(s) within <br />a P.D. project and properties adjacent to the project area, <br />the specific land use criteria shall apply pursuant to the <br />provisions of chapter 971. <br />(3) The conventional standards and criteria found in Chapter 911, <br />Zoning, not covered in section 915.15(1) shall apply unless <br />otherwise specifically waived or modified by otherprovisions <br />of this chapter. <br />0 Establishing/Utilizing SHIP Program <br />- Housing Element Policy 2.7 <br />POLICY 2.7: The county shall provide for the creation and <br />preservation of affordable housing for all current and anticipated <br />future residents and households with- special housing needs <br />including rural residents and farmworkers by allowing affordable <br />housing in all residential areas, rehabilitating existing units <br />with SHIP funds, utilizing CDBG funds for housing rehabilitation <br />and neighborhood revitalization, and undertaking other measures to <br />minimize the need for additional local services and avoid a <br />concentration of affordable housing units in specific areas. <br />- Housing Element Policy 3,.5 <br />POLICY 3.5: The county shall offer rehabilitation loan assistance <br />through its local housing assistance program, cooperative ventures <br />with non-profit groups, or Community Development Block Grant (CDBG) <br />type programs to effect spot removal of blighted structures and <br />blighting influences. <br />- Housing Element Policy 4.4 <br />POLICY 4.4: The county shall maintain its Housing Trust Fund which <br />provides below-market interest rate financing and/or grants for <br />land acquisition, downpayment/closing cost, loans, impact fee <br />payment loans, and rehabilitation loans for affordable housing <br />79 <br />
