PLANNING AND MANAGEMENT ACTIVITIES <br />ae Complete a detailed inventory of the public improvement needs in the Target Area. <br />b. Prepare an up -dated, detailed residential structural conditions survey in the <br />-Target Area to determine specific housing needs and pinpoint potential health <br />hazards and provide a basis for formulating a strategy for subsequent Community <br />Development activities. <br />c. Upgrade and refine current systems to efficiently carry out the goals of the <br />Community Development Program; and to monitor and evaluate progress of the <br />Program, including citizen involvement and information flow procedures. <br />Supports Ne"(s) No: <br />"•2. PROVISION AND UP -GRADING OF PUBLIC FACILITIES IN THE TARGET AREA IN PREPARATION <br />FOR FUTURE HOUSING IMPROVEMENT FACILITIES. <br />Recognizing the limited funds available for this one year program, as well as <br />the magnitude of housing substandardness in the County, a start will be made <br />on rehabilitation of substandard structures with Community Development Block <br />Grant funds. It is the County's intention to concentrate on improvement of <br />living environments of lower-income households, etc. The program will be con- <br />centrated in areas where spot rehabilitation could halt the deterioration <br />process or help upgrade the neighborhood to a stable condition. <br />Rehabilitation efforts will be expanded in this second year and may be in- <br />creased in future years funding (if funds become available), the proposed public <br />improvements may provide impetus for private capital to improve the housing <br />stock in the activity area. At a minimum, such improvements will eliminate <br />basic sources of physical blight with their health and fire hazards such that <br />subsequent housing rehabilitation efforts (public or private) will have im- <br />*proved chances for long-term success. <br />Street paving is desired to improve the mobility of the poor by reducing travel <br />hazards and enabling easy transportation in all weather conditions. <br />The marl surface will greatly reduce the dust which plagues residents. <br />Street drainage improvements are first concerned where areas with excessive <br />flooding and stagnant waters produce potential health hazards. <br />Recreation will be provided in selected ED's along with site clearance, rehabili- <br />tation, street paving, and drainage.
