HE NOTED THAT INSTANCES HAVE ARISEN WHERE NEIGHBORS ARE <br />NOT FAIR WITH EACH OTHER AND SOMETIMES ERECT SPITE FENCES. HE THEN <br />PRESENTED A DIAGRAM SETTING OUT WHAT IS BEING PROPOSED: NO FENCES IN <br />A UTILITY EASEMENT; REAR YARD FENCES NOT TO EXCEED 6" IN HEIGHT; SIDE <br />YARD FENCES NOT TO EXCEED 5' IN HEIGHT; AND IN THE FRONT YARD NOT TO <br />EXCEED 3` IN HEIGHT.
