WEDNESDAY, JUNE 23, 1976 <br />THE BOARD OF COUNTY COMMISSIONERS OF INDIAN RIVER COUNTY, <br />FLORIDA, MET IN REGULAR SESSION AT THE COURTHOUSE, VERO BEACH, FLORIDA, <br />ON WEDNESDAY, JUNE 23, 1976, AT 8:30 O'CLOCK A.M. PRESENT WERE 1ILLARD <br />W. SIEBERT, JR., CHAIRMAN; WILLIAM C. L'JODTKE, JR., VICE-CHAIRMAN; ALMA <br />LEE Loy, EDWARD J. MASSEY, AND EDWIN S. SCHMUCKER. ALSO PRESENT WERE <br />JACK G. JENNINGS, COUNTY ADMIN,.STRATOR; L. S. "TOMMY" THOMAS, COUNTY <br />COORDINATOR; GEORGE G. COLLINS, JR., ATTORNEY TO THE BOARD OF COUNTY <br />COMMISSIONERS; JACK HOCKMAN, FINANCE OFFICER; AND VIRGINIA HARGREAVES, <br />DEPUTY CLERK. <br />THE CHAIRMAN CALLED THE MEETING TO ORDER. <br />CHAIRMAN SIEBERT REQUESTED THAT THE FLAG IN FRONT OF THE COURT- <br />HOUSE BE PUT AT HALF MAST IN RESPECT FOR THE PASSING OF FREEMAN KNIGHT, <br />• WHO WAS A STATE REPRESENTATIVE FOR THIS COUNTY MANY YEARS AGO AND CONTRIBU- <br />TED GREATLY TO ITS GROWTH AND DEVELOPMENT. <br />COMMISSIONER SCHMUCKER LED THE PLEDGE OF ALLEGIANCE TO THE FLAG, <br />AND REVEREND LESLIE JACKSON OF ROSELAND UNITED METHODIST CHURCH GAVE THE <br />INVOCATION <br />CHAIRMAN SIEBERT WELCOMED SENATOR PHIL LEWIS, WHO REPRESENTS <br />THIS AREA IN THE FLORIDA SENATE, TO THE MEETING. <br />SENATOR LEWIS DISCUSSED BRIEFLY WITH THE COMMISSIONERS VARIOUS <br />MATTERS, INCLUDING THE MENTAL HEALTH PROGRAM, THE NEP! DATER MANAGEMENT <br />DISTRICT, AND PROPERTY RIGHTS, AND NOTED THAT THE BIGGEST COMPLAINT FROM <br />LOCAL GOVERNMENTS IS THAT THE LEGISLATURE HAS A CONTINUING PROPENSITY TO <br />PASS LAWS AND SEND THEM TO THE LOCAL LEVEL AND MAKE THE LOCAL GOVERNMENT <br />PAY FOR THEM. HE STATED THAT THERE HAS BEEN A GENERAL AWARENESS OF THIS <br />PROBLEM IN THE LEGISLATURE THIS YEAR, AND "ECONOMIC IMPACT STATEMENTS` <br />ARE NOW BEING REQUIRED, WHICH WILL AFFECT ALL LEGISLATION. SENATOR LEWIS ? <br />THEN RETIRED TO THE ADMINISTRATOR`S OFFICE TO MEET WITH THE GENERAL PUBLIC. <br />CHAIRMAN SIEBERT INFORMED THE BOARD THAT A MATTER OF URGENCY <br />HAS ARISEN WITH REGARD TO THE APPOINTMENT OF A BOARD OF TAX ADJUSTMENT <br />AND ASKED THAT IT BE INCLUDED <br />ON TODAY °S AGENDA. <br />J 2 3.197 <br />na PACE 9® <br />
