RESOLUTION 2004-042 <br />A RESOLUTION OF THE INDIAN RIVER COUNTY <br />BOARD OF COUNTY COMMISSIONERS <br />OPPOSING LEGISLATION TO REQUIRE INDIAN <br />RIVER COUNTY TO FUND JUVENILE DETENTION <br />SERVICES WITH IN INDIAN RIVER COUNTY. <br />WHEREAS, the Florida Legislature is considering Senate Bill 2564 <br />relating to juvenile detention; and <br />WHEREAS, Senate Bill 2564, version C-1 provides "It is the policy of the <br />state that the state and counties have joint obligation to financially support the <br />detention care provided for juveniles"; and <br />WHEREAS, the proposed legislation would require Indian River County to <br />deposit money into the Juvenile Justice Grants and Trusts Fund for its share of <br />the County's total cost for juvenile detention, effective October 1, 2004; and <br />WHEREAS, amendment number 373543 to Senate Bill 2564 provides that <br />"It is the policy of this state that the state is responsible for providing juvenile <br />detention services."; and <br />WHEREAS, a conference committee has been appointed to decide this <br />legislative issue; and <br />WHEREAS, on April 20, 2004, the Indian River County Board of County <br />Commissioners authorized the Clerk to the Board to send a copy of this <br />resolution opposing the cost sharing of juvenile detention services to all members <br />of the conference committee, as well as to House and Senate leadership, <br />NOW THEREFORE, BE IT RESOLVED by the Indian River County Board <br />of County Commissioners, that: <br />1. The Board of County Commissioners opposes the $90.2 million <br />unfunded mandate of Senate Bill 2564, version C-1 and supports amendment <br />number 373543 that provides that the State of Florida is responsible for juvenile <br />detention services. <br />This resolution was moved for adoption by Commissioner Macht and the motion <br />was seconded by Commissioner Neuberger and, upon being put to a vote, the <br />vote was as follows: <br />Chairman Caroline D.
