BERG INFORMED THE BOARD THAT A LETTER HAD BEEN RECEIVED <br />FROM LORRAINE STRYKER.OF THE DIVISION OF STATE PLANNING CONFIRMING THE <br />i <br />CREATION OF A NEW DISTRICT #10, OF WHICH WE ARE NOW A PART ALONG WITH <br />ST. LUCIE, MARTIN AND PALM BEACH COUNTIES. HE ALSO.INFORMED THEM THAT <br />LORING LOVELL, CHIEF OF THE BUREAU OF INTERGOVERNMENTAL RELATIONS, AND <br />LORRAINE STRYKER HAD COME TO VERO BEACH AND MET WITH THE PLANNING DEPART- <br />MENT. AT THIS MEETING, WHICH COMMISSIONER SCHMUCKER ATTENDED, THEY RE- <br />VIEWED CHAPTERS 160 AND 163 OF THE FLORIDA STATUTES, ONE OF WHICH WILL <br />HAVE TO BE USED IN FORMING THE NEW REGIONAL PLANNING COUNCIL. THEY ARE <br />RECOMMENDING THAT WE USE CHAPTER 163, AND IT IS SUGGESTED THAT THE COUNCIL <br />START OUT WITH A MINIMUM BUDGET OF $100,000. OF THIS, INDIAN RIVER COUNTY <br />WOULD BE BILLED FOR $7,400.00. MR. BERG CONTINUED THAT THEY HAVE SUG- <br />GESTED THE COMMISSIONS OF THE FOUR COUNTIES GET TOGETHER AND MEET INFORM- <br />ALLY AND COME UP WITH AN INTER -AGENCY AGREEMENT'. <br />COMMISSIONER SCHMUCKER FELT THERE SHOULD BE ONLY ONE OR TWO <br />REPRESENTATIVES FROM EACH COUNTY SO THAT EACH WILL HAVE AN EQUAL VOICE IN <br />SETTING UP THE ORGANIZATION. HE NOTED THAT CHAPTER 163 IS NEWER AND ALLOWS <br />MORE LEEWAY, BUT DID NOT FEEL THERE WAS A GREAT DEAL OF DIFFERENCE. <br />CHAIRMAN SIEBERT STATED THAT HE FELT REPRESENTATION AND VOTING <br />WERE THE BIGGEST PROBLEMS, TOGETHER WITH LOCATION. <br />COMMISSIONER WODTKE ASKED IF THERE WERE ANY GUIDELINES AS TO <br />THE VOTING PROCEDURES. <br />a <br />J U L 71976 <br />10 <br />
