6 <br />RESOLUTION NO. 2003- 059 <br />A RESOLUTION OF INDIAN RIVER COUNTY, IN SUPPORT <br />OF THE MARINE RESOURCES COUNCIL'S APPLICATION <br />FOR A GRANT TO PURCHASE PROPERTY ALONG THE ST. <br />SEBASTIAN RIVER. <br />WHEREAS, the Marine Resources Council of East Florida (MRC) is applying for <br />a Florida Communities Trust (FCT) Florida Forever grant to purchase property along <br />the St. Sebastian River watershed area and to remove exotics in the area; and <br />WHEREAS, the property to be purchased lies within the boundaries of Indian <br />River County; and <br />WHEREAS, the purchase and management of the property will inure to the <br />benefit of the residents of Indian River County, as well as visitors to the county, and will <br />further the public interest; and <br />WHEREAS, in order for MRC to give FCT reasonable assurances that it can do <br />the project and manage the site in perpetuity, the County's pledge to carry out MRC's <br />obligations if it should fail is necessary; <br />NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, that: <br />1. The MRC application for a grant to purchase certain property along the St. <br />Sebastian River Watershed area in Indian River County and for the removal of <br />all exotics has the full support of the Board of County Commissioners of Indian <br />River County. <br />2. The County in a show of its support, and pursuant to Section 9K-7.003(7), <br />Florida Administrative Code, hereby pledges to take over all responsibilities of <br />MRC related to the grant in the event that MRC is unable to carry out its <br />responsibilities for any reason and agrees to manage the Project Site pursuant to <br />the terms and conditions outlined in the FCT grant application. <br />3. The County is willing to be named as a co-signer on the Grant Award Agreement <br />and accept title to the property if MRC no longer holds title. The County is willing <br />to provide any other assurances to FCT as deemed necessary to adequately <br />protect the public interest. <br />The resolution was moved for adoption by Commissioner <br />Adams , and the motion was seconded by Commissioner <br />Gi nn , and, upon being put to a vote, the vote was as follows: <br />
