RESOLUTION NO. 2006- 035 <br />A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF <br />INDIAN RIVER COUNTY, FLORIDA, SUPPORTING THE PROPOSED <br />"PERMANENT PROTECTION FOR FLORIDA ACT OF 2006." <br />WHEREAS, Florida, as a peninsular state, has a delicately balanced ecological <br />system of aquatic life, wildlife, coral reefs, wetlands, bays, estuaries and marshes; and <br />WHEREAS, the preservation and conservation of its natural resources is critical to <br />Florida's environmental and economic future; and <br />WHEREAS, offshore drilling and pipeline construction and installation near any <br />Florida shore may cause significant damage to aquatic life, wildlife, sea grasses, coral <br />reefs, mangroves, beaches and wetlands; and <br />WHEREAS, Florida's contributions to the United States economy include tourism, <br />retirement, recreation, and agricultural products which are not provided by other oil and <br />gas producing states; and <br />WHEREAS, the potential for an oil or gas spill is significant and the damage <br />therefrom to the beaches, coastal wetlands, mangrove swamps, salt marshes, spoil <br />islands and other marine estuarine habitats of Indian River County and surrounding <br />communities could be catastrophic; and <br />WHEREAS, routinely there are proposals to allow offshore drilling closer to <br />Florida's coasts which causes the risk of damage to Florida to significantly increase; and <br />WHEREAS, Senators Martinez and Nelson have proposed legislation known as the <br />"Permanent Protection for Florida Act of 2006" which will help protect Florida's coasts by <br />legislatively establishing a boundary line for drilling in the Gulf of Mexico; <br />NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, that the risk of damage from <br />offshore drilling to the beaches, coastal wetlands, mangrove swamps, salt marshes, spoil <br />islands and other marine estuarine habitats of Indian River County and surrounding <br />communities is great and the Board of County Commissioners supports the "Permanent <br />Protection for Florida Act of 2006" which will help protect Florida's coasts. <br />The resolution was moved -for adoption by Commissioner Davis , <br />and the motion was seconded by Commissioner Wheeler , and, upon being <br />put to a vote, the vote was as follows: <br />
