ELECTION TIME, IT WAS HIS FEELING THEY WOULD NOT APPROVE THE REMOVAL <br />OF MR. STOUT'S NAME. HE CONTINUED THAT A PART OF THEIR CONCERN AROSE <br />FROM A CASE IN DADE COUNTY WHERE AN ELECTION WAS CHALLENGED BECAUSE THE <br />REMOVAL OF A CANDIDATE S NAME LEFT A GAP ON THE BALLOT, AND THE PERSON <br />- k <br />WHOSE NAME APPEARED BELOW THIS GAP FELT HE WAS PREJUDICED, <br />IT WAS POINTED OUT THAT MR. STOUT'S NAME IS THE LAST LISTED <br />OF THOSE RUNNING FOR THE OFFICE OF.COUNTY COMMISSIONER, DISTRICT 1, AND <br />THERE WOULD BE NO BLANK SPACE LEFT BETWEEN NAMES. <br />DISCUSSION FOLLOWED AS TO WHETHER A SECOND PRIMARY WILL BE <br />NECESSARY, AND MRS. RICHEY NOTED THAT WHEN THERE ARE THREE OR MORE CANDI- <br />DATES FOR A PARTICULAR OFFICE, IN ORDER TO WIN ONE MUST RECEIVE 50% OF <br />THE VOTE PLUS 1 VOTE. SHE FELT IT WAS QUITE LIKELY A SECOND PRIMARY <br />WILL BE NECESSARY AS THERE ARE SEVERAL OFFICES WHERE THERE ARE THREE <br />CANDIDATES. <br />COMMISSIONER MASSEY SUGGESTED SETTING IT UP SO THAT f1TTO STOUT'S <br />NAME COULD BE REMOVED FROM THE BALLOT FOR THE SECOND PRIMARY, <br />VICE CHAIRMAN WODTKE INFORMED THE BOARD THAT COMMISS-OVER Loy <br />WILL BE IN TALLAHASSEE THIS AFTERNOON AND POSSIBLY COULD DETERMINE WHETHER <br />THE DEPARTMENT OF STATE WILL APPROVE THE REMOVAL OF MR, STOUTS NAME FROM <br />THE FIRST PRIMARY BALLOT. <br />MRS, RICHEY REMINDED THE BOARD THAT THE MACHINES WILL BE LOCKED <br />AT 2:00 O'CLOCK THIS AFTERNOON, AS.ADVERTISED, AND ONCE THEY ARE LOCKED, <br />THEY CANNOT BE OPENED WITHOUT A COURT ORDER. <br />VICE CHAIRMAN WODTKE NOTED THAT HAVING TO GO THROUGH A SECOND <br />PRIMARY ADDS A GREAT DEAL TO A CANDIDATE'S CAMPAIGN COSTS, AND IF THERE <br />IS ANY WAY POSSIBLE TO ELIMINATE THIS SITUATION, HE FELT IT SHOULD BE <br />CONSIDERED, <br />COMMISSIONER MASSEY SUGGESTED THAT PASTE -OVER STRIPS COULD BE <br />PLACED ON THE VOTING MACHINES BEFORE THE POLLS OPEN ON PRIMARY DAY, AND <br />'MRS. RICHEY AGREED THAT THIS COULD BE DONE AND HAS BEEN DONE BEFORE, <br />SHE INFORMED THE BOARD THAT SHE WOULD HAVE AN INSTRUCTION CLASS FOR POLL <br />WORKERS NEXT WEEK AND COULD INSTRUCT THEM ABOUT PASTE -OVER STRIPS AT THAT <br />TIME. <br />f <br />Z <br />
