i 1 . <br />Section 8.05 , REVIEW OF CIIAIdER Oall-aSSION MOMS. <br />The Canmission and the Administrator shall review the reports and recamenda- <br />tions of the Curter Commission and its Committees in connection with the imple- <br />mentation of this Charter and the development of the organizational Ordinance. <br />Section 8.06. COPERATIM OF FOWE R CIDVERMT. <br />All officials and employees of the former goverrnnent shall cooperate and assist <br />the Comnissicn in the orderly transfer of duties and responsibilities. The C mmissicn <br />and its designees shall be entitled to ermine all records, files, and data pertaining <br />to offices of the former government. <br />Section 8.07. OFFICE AMID OMCERS OF IURmM GOv.ERNmENT. <br />All officials, departments, offices, and agencies shall continue to perform their <br />respectiveduties and functions until their respective successors have been elected, <br />appointed, or otherwise provided for by the Charter goverrnnent and they have taken <br />office. Unless otherwise provided by this Charter, all departments, offices, and <br />agencies of the former government shall continue to exist on the effective date of <br />this Charter, and all powers, duties, and functions thereof shall be transferred and <br />vested in the Charter government. All departments, offices, and agencies shall, upon <br />the effective date of this Charter, promptly account for and release to the County <br />any and all property for which they would have been accountable to any former govern- <br />umt. <br />Section 8.08. DEFINITION OF CWTIlUM DPLo)=. <br />*W person who is compensated for services to the . County or its departments,. <br />offices or agencies by payment of fees or retainers and any employee not working <br />in a full-time capacity shall be termed a part-tim employee by the A-daunistrator and <br />shall notbe autanatically cacti rued in such position or office as contemplated by this <br />Charter. Otherwise, all employees of the Board of County C ar&ssioners, the Constitu-. <br />tional offices, and agencies which are incorporated into the Charter govermneht shall <br />be deed continued employees. <br />Section 8.09. EMPIOMS` CONTINuATi0N. <br />All continued employees of the former gover=ent as defined by this Charter shall, <br />on the effective date of this Charter, continue to be employees of the Charter govern- <br />ment. Salaries and benefits of all such emplcyees shall be caitinued until the end of <br />the fiscal year at no less than the same level prevailing on the date of the referendum <br />approving the Charter. <br />Section 8.10. PROCEEDINGS CMTINUED. <br />All proceedings, petitions, and hearings pending before any department, office, <br />or agency of the former government shall remain in full force and effect. All such <br />petitions, hearings, or other proceedings shall be completed by the department, office, <br />or agency of the Charter goat succeeding to its rights, duties, and obligations. <br />.Section 8.11. OUTSTANDING BONDS. <br />All outstanding bonds issued by the Board of County Commissioners of .Indian River <br />County and all special districts or authorities abolished or altered by the Charter are <br />.obligations of the County. However, payment of. such obligations and the interest there- <br />on shall be made solely from and charged solely against funds derided frau the sources <br />frcm which such payment would have been made had this Charter not -become effective. <br />Section 8.12.
