ATTORNEY COLLINS NEXT DISCUSSED THE MATTER OF PUTTING A <br />LIEN ON PROPERTY OWNERS FOR THE REMOVAL OF HAZARDOUS STRUCTURES THAT HAVE <br />BEEN ALLOWED TO INTO DISREPAIR AND NO LONGER LIVE UP TO THE <br />BUILDING CODES. HE ASKED THE BOARD IF THEY WISHED HIM TO DRAFT AN. <br />ORDINANCE THAT WOULD GIVE THE BOARD AUTHORITY TO ESTABLISH SUCH LIENS. <br />DISCUSSION FOLLOWED, AND IT WAS GENERALLY AGREED THAT SUCH AN <br />ORDINANCE WAS NEEDED. <br />ON MOTION BY COMMISSIONER Loy, SECONDED BY COMMISSIONER <br />SCHMUCKER, THE BOARD UNANIMOUSLY INSTRUCTED ATTORNEY COLLINS TO PREPARE <br />AN ORDINANCE IN REGARD TO ESTABLISHING LIENS ON PROPERTY OWNERS FOR THE <br />REMOVAL OF HAZARDOUS STRUCTURES. <br />ATTORNEY COLLINS REQUESTED TO BE ALLOWED TO ADD AN ITEM IN <br />REGARD TO THE RAILROAD CROSSING AT VICKERS ROAD TO THE.AGENDA. <br />ON MOTION BY COMMISSIONER SCHMUCKER, SECONDED BY COMMISSIONER <br />Loy, THE BOARD UNANIMOUSLY AGREED TO ADD THE ABOVE ITEM TO TODAY'S <br />AGENDA.. <br />'ATTORNEY COLLINS STATED THAT THE F.E.C. RAILROAD HAS INFORMED <br />HIM THAT BY OCTOBER 1ST, THEY WILL HAVE THE LIGHTS, GATES, ETC, COM- <br />PLETED AT VICKERS ROAD CROSSING AND WOULD LIKE TO HAVE A MAINTENANCE <br />AGREEMENT WITH THE COUNTY WHEREBY THE COUNTY WILL MAINTAIN THIS CROSSING. <br />ATTORNEY COLLINS CONTINUED THAT THIS IS SIMILAR TO OTHER AGREEMENTS <br />WE HAVE WITH THEM AND WOULD AMOUNT TO $325.00 ANNUALLY. HE STATED HE FELT <br />IT IS IN CONFORMITY. <br />-COMMISSIONER MASSEY ASKED IF RAILROADS NEEDED BUILDING PERMITS <br />AND HAD TO COMPLY WITH BUILDING CODES. <br />ATTORNEY COLLINS STATED THAT HE WOULD BE GLAD TO CHECK ON THIS <br />MATTER, <br />ON MOTION BY COMMISSIONER WODTKE, SECONDED BY COMMISSIONER <br />SCHMUCKER, THE BOARD UNANIMOUSLY INSTRUCTED.ATTORNEY COLLINS TO WRITE <br />THE RAILROAD STATING THAT THE COUNTY WOULD BE RECEPTIVE TO ENTERING <br />INTO A STANIDARD MAINTENANCE AGREEMENT AS WE HAVE IN THE PAST ON VICKERS <br />ROAD CROSSING IN THE AMOUNT OF $325.00 ANNUALLY. <br />ADMINISTRATOR .JENNINGS INFORMED THE BOARD THAT THE RESTROOM <br />FACILITIES AT AMBERSAND BEACH PARK HAVE THE SAME VANDALISM PROBLEMS AS <br />THOSE AT WABASSO BEACH AND THEY CANNOT BE KEPT IN GOOD REPAIR OR <br />SANITARY.
