HE CONTINUED THAT THE CHARTER STATES THE AD WILL PUBLISH THE CHARTER <br />AS A WHOLE, AND NOTED SOME OF THE CHARTER COMMISSION WISH IT PUBLISHED <br />IN A DISPLAY AD FORM AND NOT AS A LEGAL PUBLICATION. <br />ATTORNEY COLLINS CONTINUED THAT HE FELT THE WHOLE CHARTER COULD <br />BE PUBLISHED IN DISPLAY TYPE ONCE AND THEN ON THE FOUR CONSECUTIVE WEEKS, <br />JUST A NOTICE COULD BE PUBLISHED. HE INFORMED THE BOARD THAT THE FIRST <br />AD IS ALREADY AUTHORIZED AND THE CHARTER WILL BE PUBLISHED IN ENTIRETY <br />ON SUNDAY, SEPTEMBER 26TH. HE NOTED THAT JUST PUBLISHING A NOTICE OF <br />THE REFERENDUM IS A SIMPLE AD AND NOT EXPENSIVE AND ASKED THE BOARD IF <br />THEY WISHED TO ASSUME THE EXTRA EXPENSE OF PUBLISHING THE ENTIRE <br />CHARTER ON ALL THE NOTICES. <br />DISCUSSION FOLLOWED IN REGARD TO POSSIBLY PUBLISHING THE ENTIRE <br />CHARTER TWICE, THE SECOND TIME JUST PREVIOUS TO THE ELECTION, AND IT WAS <br />AGREED THAT THE ATTORNEY SHOULD DISCUSS THIS MATTER WITH THE CHARTER <br />COMMISSION. <br />ADMINISTRATOR JENNINGS DISCUSSED WITH THE BOARD THE THREE <br />APPLICANTS FOR FRANCHISE HEARINGS, INDIAN RIVER CABLEVISION, TROPIC <br />GROVE DEVELOPMENT AND MID FLORIDA UTILITIES, AND A RATE INCREASE FROM <br />U.D.U., AND SUGGESTED SCHEDULING THE FIRST TWO FOR OCTOBER 20TH, <br />AFTER DISCUSSION THE BOARD AGREED TO SCHEDULING INDIAN RIVER <br />CABLEVISION AND TROPIC GROVE DEVELOPMENT FOR OCTOBER 20TH, BUT <br />DECIDED.TO HOLD UP THE SCHEDULING OF HEARINGS ON MID -FLORIDA UTILITIES <br />AND U.D.U.'S RATE INCREASE UNTIL AFTER THE WORKSHOP MEETING TO BE HELD <br />ON SEPTEMBER 30TH. # <br />COMMISSIONER MASSEY INFORMED THE BOARD THAT MRS. ETHEL MCCOLLUM, <br />OWNER OF TWO LOTS ON THE NORTHWEST CORNER OF POWERLINE ROAD AND ELAINE <br />STREET IN ROSELAND, HAS A DRAINAGE PROBLEM CAUSED BY CONVERGING DITCHES <br />THAT ARE BLOCKED UP BEFORE THEY FLOW INTO COLLIER CREEK AND, THEREFORE, <br />OVERFLOW ONTO HER PROPERTY. <br />ADMINISTRATOR JENNINGS NOTED THAT THIS PROBLEM HAS BEEN A LONG <br />AND CONTROVERSIAL ONE AND HE BELIEVES THE RESOLVING OF THIS PROBLEM IS <br />SIMPLY A MATTER OF THE PEOPLE THERE UNDERSTANDING WHAT NEEDS TO BE DONE AND <br />THE OBTAINING OF A PROPER EASEMENT FOR THE COUNTY TO BE ABLE TO GO IN f <br />AND OPEN UP THE BLOCKED AREA.
