ON MOTION BY COMMISSIONER Loy, SECONDED BY COMMISSIONER MASSEY, <br />THE BOARD UNANIMOUSLY APPROVED THE ABOVE BIDS BEING REFERRED TO THE <br />ADMINISTRATOR FOR EVALUATION. <br />INTERGOVERNMENTAL COORDINATOR THOMAS REPORTED ON THE NEED TO <br />CONSIDER PROJECTS FOR USE OF MONIES AVAILABLE UNDER THE LOCAL PUBLIC <br />WORKS ACT OF 1976 (TITLE 1). HE NOTED THAT PROJECTS ELIGIBLE FOR FUNDING <br />INCLUDE COURTHOUSES, LIBRARIES, SCHOOLS, POLICE AND FIRE STATIONS, WATER <br />AND SEWER LINES, STREETS AND ROADS, CIVIC CENTERS, ETC. HE CONTINUED <br />THAT WE ARE VERY ELIGIBLE, HAVING THE THIRD HIGHEST UNEMPLOYMENT RATE IN <br />THE STATE, <br />COMMISSIONER Loy SUGGESTED THAT THIS MIGHT BE THE PLACE TO <br />CONSIDER GETTING THE MONEY TO PUT US IN THE WATER BUSINESS AS SHE FEELS <br />WATER IS NOW THE PRIMARY NEED IN THE COUNTY, AND ACCORDING TO THE <br />.GUIDELINES, SUCH A PROJECT WOULD QUALIFY. <br />JAMES BEINDORF, COUNTY ENGINEER, STATED THAT HE ALREADY HAS <br />A SET OF PLANS AND COULD BE READY TO GO WITHIN 90 DAYS. <br />CHAIRMAN SIEBERT ASKED IF THIS WOULD INVOLVE THE ACQUISITION OF <br />URBAN DEVELOPMENT UTILITIES. <br />MR. BEINDORF ANSWERED THAT HE DID NOT FEEL THAT WAS INVOLVED AS <br />THIS PROJECT WOULD BE MAINLY TO RUN A TRUNK LINE UP THERE AND ADD <br />STORAGE, BUT NOTED THAT ULTIMATELY THE U.D.U. SYSTEM WOULD NEED TO BE <br />ACQUIRED BY THE COUNTY. <br />COMMISSIONER Loy STATED THAT SHE FELT THIS WOULD BE THE TOP <br />PUBLIC WORKS PROJECT AND NOTED IT WOULD REQUIRE CONSULTATION WITH FHA <br />AND OUR ENGINEERS. DISCUSSION FOLLOWED AS TO WHETHER FNA WOULD STILL BE <br />INVOLVED AS THIS WOULD BE AN OUTRIGHT GRANT. <br />COMMISSIONER WODTKE NOTED THAT ANOTHER AREA WE MUST ADDRESS VERY <br />SHORTLY IS THAT OF SOLID WASTE ALTHOUGH HE DOUBTED WE COULD HAVE PLANS <br />READY IN TIME, AND COMMISSIONER LOY AGREED THAT THE TIME ELEMENT WOULD <br />PROBABLY ELIMINATE THIS PROJECT. <br />INTERGOVERNMENTAL COORDINATER THOMAS NOTED THAT AS FAR AS THE <br />BILL IS CONCERNED, A WATER SYSTEM PROJECT FITS EVERY CRITERIA. <br />ON MOTION BY COMMISSIONER Loy, SECONDED BY COMMISSIONER <br />SCHMUCKER, THE BOARD UNANIMOUSLY AGREED TO ESTABLISH THE SECURING OF A <br />WATER SYSTEM FROM THE NORTH LIMITS OF THE CITY OF VERO BEACH TO THE <br />NORTH PART OF THE COUNTY AS THE NUMBER ONE PRIORITY FOR APPLICATION UNDER <br />15 <br />OCT 6196 soot c I ?a^= 15 <br />
