COMMISSIONER WODTKE NOTED THAT WE ARE IN THE PROCESS OF <br />REVIEWING OUR INSURANCE PROGRAM, AND HE FELT THIS INFORMATION SHOULD <br />BE INCLUDED IN THE STUDY BEING MADE. THE BOARD AGREED. <br />MR. DONLON INFORMED THE BOARD THAT OTHER COMPANIES HAVE BEEN <br />ASKED TO SUBMIT PROPOSALS WHICH ARE DUE BEFORE OCTOBER 30TH. THESE <br />ARE NOT BIDS, HOWEVER, AS THE BLUE CROSS - BLUE SHIELD GROUP INSURANCE <br />DOES NOT EXPIRE UNTIL NEXT APRIL. <br />ATTORNEY COLLINS DISCUSSED WITH THE BOARD THE REQUEST OF <br />WILLIAM BIDLINGMAYER FOR PREFERENTIAL TAX TREATMENT ON HIS PROPERTY <br />WHICH HE INTENDS ESTABLISHING AS A NATURE PRESERVE. ATTORNEY COLLINS <br />NOTED THAT MR. BIDLINGMAYER HAD COME BEFORE THE BOARD WITH THE SAME <br />REQUEST IN DECEMBER OF 1973, AT THAT TIME PROPOSING TO DONATE HIS 35 <br />ACRES TO THE NATURE CONSERVANCY, AND THE BOARD HAD LOOKED FAVORABLY <br />ON HIS REQUEST. SOME PROBLEM AROSE, HOWEVER, BETWEEN MR. BIDLINGMAYER <br />AND THE NATURE CONSERVANCY, AND THE MATTER WAS DROPPED. ATTORNEY COLLINS <br />CONTINUED THAT NOW MR. BIDLINGMAYER HAS FOUND A NEW AGENCY WHICH WILL <br />ACCOMPLISH HIS PURPOSE AND HAS COME BACK WITH THE SAME REQUEST. 'HE <br />NOTED THAT A PROPERTY OWNER CAN FILE A COVENANT FOR PREFERENTIAL TAX <br />TREATMENT UNDER STATUTE 193.501, WHEREBY HE DECLARES THAT HE WILL NOT <br />DEVELOP HIS PROPERTY FOR A 10 YEAR PERIOD OF TIME. <br />MR. BIDLINGMAYER APPEARED AND STATED THAT HIS MAIN PURPOSE IS <br />TO PROTECT THE LAND PERMANENTLY AND HE HAS FOUND A NEW AGENCY TO WORK <br />WITH, THE TRUST FOR PUBLIC LAND, THAT W4.L ALLOW HIM TO BE CUSTODIAN <br />OF THE PROPERTY AND MAINTAIN HIS RESIDENCE THERE. HE NOTED THAT HE <br />IS VERY INTERESTED IN CONSERVATION AND FEELS IT IS A GREAT ASSET TO THE <br />COUNTRY TO HAVE AREAS LEFT IN THEIR ORIGINAL CONDITION. HE SAID THAT <br />HE WOULD NOT ASK THAT THE PREFERENTIAL TAX TREATMENT APPLY TO HIS HOME <br />AND THE ONE ACRE THEY WILL RETAIN, <br />ATTORNEY COLLINS POINTED OUT THAT HE COULD DEED THE LAND TO THE <br />COUNTY AND RETAIN IT AS A LIFE ESTATE AND NOT PAY ANY TAXES. <br />MR. BIDLINGMAYER STATED THAT HE WOULD PREFER TO DEAL WITH THE <br />TRUST FOR PUBLIC LAND AS THE PARK DEPARTMENT PEOPLE ARE NOT BOTANISTS <br />AND SOMETIMES CLEAR OFF TREES THAT SHOULD BE `PRESERVED. <br />CHAIRMAN SIEBERT STATED THAT IF THE TRUST FOR PUBLIC LANDS IS <br />A RELIABLE ORGANIZATION AND IS INVOLVED WITH THE PROTECTION OF NATURAL <br />RESOURCES, HE WOULD BE IN FAVOR OF THE REQUEST, <br />17 <br />OUR2 pa^= 17 <br />
