VAL BRENNAN, COUNTY PLANNER, APPEARED TO REVIEW WITH THE BOARD <br />THE APPLICATION FOR FEDERAL FUNDS FOR THE ECONOMIC OPPORTUNITIES COUNCIL <br />HEAD START PROGRAM FOR 1977 AND ALSO FOR THEIR CONDUCT AND ADMINISTRATION <br />PROGRAM FOR 1977. <br />COMMISSIONER WODTKE ASKED ABOUT THE PROPORTION OF FUNDS SPENT <br />ON SALARIES. <br />MRS. HENRY STATED THAT LAST YEAR THEY RECEIVED $27,000 FOR THE <br />FOOD AND NUTRITION PROGRAM. THIS YEAR THEY EXPECT TO RECEIVE $40,000 <br />AND HAVE PLANS FOR INCREASED SERVICES, INCLUDING TEACHING PEOPLE HOW TO <br />CAN THEIR OWN FOODS. THEY ALSO HOPE TO GO INTO DAY CARE AND WILL NEED <br />ADDITONAL TRANSPORTATION. SHE REPORTED THAT THEY ARE CONDUCTING A MEALS <br />PROGRAM AND TRYING TO COOPERATE WITH THE COUNCIL ON AGING. SHE <br />CONTINUED THAT THERE ARE 240 CHILDREN IN THE HEAD START PROGRAM, AND THEY <br />HAVE OFFICE WORKERS, A REGISTERED NURSE, TRANSPORTATION, TEACHERS AIDES <br />AND MANY SUPPORT PEOPLE, ETC., FOR 13 CLASSROOMS. SHE NOTED THAT FOR <br />THE YOUNGER CHILDREN THEY ARE REQUIRED TO HAVE TWO TEACHERS AND TWO <br />AIDES FOR EACH CLASSROOM. MRS. HENRY INFORMED THE.BOARD THAT THEY ARE <br />CLOSELY REGULATED BY HEAD START PROGRAM STANDARDS AND ARE AUDITED ONCE <br />A YEAR. SHE NOTED THAT THE INDIVIDUAL SALARIES ARE SMALL, BUT THE TOTAL <br />IS HIGH, ESPECIALLY SINCE THEY ARE IN SEVERAL BUILDINGS AND THUS <br />REQUIRE, FOR INSTANCE, SIX COOKS AND SIX CUSTODIANS. <br />ON MOTION BY COMMISSIONER Loy, SECONDED BY COMMISSIONER <br />SCHMUCKER, THE BOARD UNANIMOUSLY STATED THAT THEY HAVE REVIEWED THE <br />ECONOMIC OPPORTUNITIES COUNCIL HEAD START PROGRAM FOR 1977 AND THEIR <br />CONDUCT AND ADMINISTRATION PROGRAM FOR 1977 AND HAVE NO OBJECTION <br />TO THEIR APPLICATIONS FOR FEDERAL FUNDS FOR THESE PROGRAMS - ECFRPC <br />No. IR -77-3 AND ECFRPC No, IR -77-4. <br />ROBERT BERG, ASSISTANT COUNTY PLANNER, INTRODUCED WESLEY <br />CARROLL WHO IS WORKING ON THE STREET NAMING AND NUMBERING SYSTEM. <br />VAL BRENNAN, COUNTY PLANNER, INFORMED THE BOARD THAT THEY HAVE <br />MET WITH THE SHERIFF'S OFFICE, THE FIRE AND AMBULANCE SQUADS, POST OFFICE <br />OFFICIALS AND OTHERS WHO DEAL WITH THE PROBLEM OF STREETS DAILY. ONE <br />SUGGESTION WAS THAT THE.NORTH-SOUTH LINE SEPARATING THE EAST AND WEST <br />AREAS OF THE COUNTY BE CHANGED AND FOLLOW EITHER THE RAILROAD TRACKS <br />OR THE INTRACOASTAL WATERWAY. HE NOTED THAT THIS POSES A PROBLEM WITH <br />REGARD TO THE SMALL SOUTHEAST SECTION ON THE MAINLAND AT VERO HIGHLANDS <br />AND WOULD NECESSITATE CHANCING STREET SIGNS ALL ACROSS THE.
