ings', structures,facilities, goods or services in the interest <br />91 <br />of the public, or for public purposes involving the expenditure <br />of public funds; and, <br />WHEREAS, the parties hereto desire to make the most efficient <br />use of their powers to cooperate for mutual`advantage in conduct- <br />ing the comprehensive regional planning process for the area <br />within this comprehensive planning region; and, <br />_ <br />WHEREAS, the Division of State Planning, Department of <br />Administration of the State of Florida, is required by Part I of <br />Chapter 23, Florida Statutes, to integrate the services and plans <br />_ <br />of local governments and regional planning agencies into the <br />State planning process through the extent feasible; and, <br />WHEREAS, the Local Government Comprehensive Planning Act <br />of 1475, Section 163.3184(3) of the Florida Statutes assigns <br />to regional planning agencies the responsibility to determine <br />the relationship and effect of a local government's plan or <br />element thereof to or on any regional comprehensive plan; and, <br />WHEREAS, the Environmental Land and. Water Management Act, <br />Chapter 380, Florida Statutes, assigns to regional planning !i <br />agencies the duty to study, review andmakerecommendations <br />concerning "areas of critical state concern" and "developments' <br />of regional impact;" and, <br />/r <br />WHEREAS, the Office of Management and Budget, Executive i <br />Office of the President, designates tht comprehensive regional <br />planning agencies as areawide clearinghouses responsible for <br />review and coordination regarding certain Federal programs. 4 <br />=. <br />NOW, THEREFORE, for and in consideration of mutual promises, <br />- <br />covenants, benefits to accrue from conduct of a comprehensive <br /><. <br />regional planning process, and agreements herein contained and a <br />set forth, the principal member units do hereby establish the <br />Treasure Coast Regional Planning Council as a -regional planning F _I <br />and coordinating agency, hereinafter referred to as the COUidCIL, <br />a separate legal entity, and do further delegate such of their <br />E <br />- <br />powers as are specified herein and agree as.follows: <br />2 <br />CT <br />eeaw .2 �'�'" <br />
