L�A <br />ADMINISTRATOR JENNINGS SUGGESTED THAT THE WORDS "REQUIRED BY <br />INDIAN RIVER COUNTY PLANNING DEPARTMENT" BE DELETED. <br />ON MOTION BY COMMISSIONER WODTKE, SECONDED BY COMMISSIONER Loy, <br />THE BOARD UNANIMOUSLY GRANTED TENTATIVE APPROVAL TO THE DUNES OF <br />DEAUVILLE, PHASE 1, SUBJECT TO THE CHANGE IN WORDING IN THE PLAT DEDICATION <br />AS SET OUT ABOVE. <br />MR. LLOYD THEN REQUESTED THAT THE BOARD GO ON AND GRANT FINAL <br />APPROVAL OF THIS PLAT AND STATED HE FELT THE FRANCHISE WAS NOT NECESSARY <br />FOR THIS EVEN THOUGH IT IS STILL EXISTING TO A DEFUNCT CORPORATION. <br />CHAIRMAN SIEBERT POINTED OUT THAT THIS REQUEST IS NOT ON THE <br />AGENDA AND A TRANSFER OF FRANCHISE MUST BE ADVERTISED. <br />MR. LLOYD NOTED THERE IS NOTHING ADDITIONAL THAT HAS TO BE DONE <br />FOR FINAL APPROVAL. HE CONTINUED THAT THIS MATTER OF THE FRANCHISE <br />DOES NOT RELATE TO THE SUBDIVISION ORDINANCE AND NOTED FURTHER THAT THEY <br />ALREADY HAVE CITY WATER FOR THE 184 CONNECTIONS. IN ADDITION, THE WATER <br />LINES ARE IN AND TAPPED OUT TO EACH LOT, AND THE ROADS ARE ALREADY IN. <br />THE SEWER LINES ARE ALSO INSTALLED TO EACH LOT. <br />DISCUSSION CONTINUED IN REGARD TO THE FACT THAT THIS MATTER IS <br />NOT ON THE AGENDA AND THE POSSIBILITY OF MAKING FINAL APPROVAL SUBJECT <br />TO.THE ATTORNEY'S REVIEW AND APPROVAL OF ALL THE DEDICATIONS. <br />ON MOTION BY COMMISSIONER WODTKE, SECONDED BY COMMISSIONER <br />SCHMUCKER, CHAIRMAN SIEBERT AND COMMISSIONER Loy VOTED IN FAVOR, THE <br />BOARD BY A 4/5 VOTE, COMMISSIONER MASSEY BEING ABSENT, AGREED TO ADD <br />TO TOMORROW'S AGENDA AS AN EMERGENCY ITEM, FINAL APPROVAL FOR THE <br />DUNES OF DEAUVILLE PHASE 1. <br />CHAIRMAN SIEBERT INFORMED THE BOARD THAT K. EARL PADGETT <br />CANNOT BE PRESENT TODAY IN REGARD TO FINAL APPROVAL OF SEAGROVE <br />SUBDIVISION AND HAS REQUESTED THAT THIS MATTER BE HELD OVER UNTIL THE <br />MEETING OF NOVEMBER 3RD. <br />CHAIRMAN SIEBERT NEXT DISCUSSED THE RECOMMENDATION OF MS. JAN <br />BARKER TO APPOINT MRS. LADYE FLANAGAN TO THE BOARD OF DIRECTORS OF THE <br />E.O.C. AS DISCUSSED AT THE LAST MEETING, AND INFORMED THE BOARD THAT <br />MRS.
