COMMISSIONER SCHMUCKER ENTERED THE MEETING AT 4:30 O'CLOCK P.M. <br />CHAIRMAN SIEBERT INQUIRED WHETHER HE HAD ANY CORRECTIONS TO <br />MAKE TO THE MINUTES, AND COMMISSIONER SCHMUCKER REQUESTED THAT IN THE <br />MINUTES OF THE MEETING OF OCTOBER 6, 1976, ON PAGE 381 PARAGRAPH 41 <br />THE PHRASE "...THERE IS ABOUT A 4 FOOT ELEVATION HERE..." BE DELETED <br />AND THE PHRASE "...THERE IS A HIGHER ELEVATION IN THE REAR..." BE <br />INSERTED. <br />ON MOTION BY COMMISSIONER SCHMUCKER, SECONDED BY COMMISSIONER <br />Loy, THE BOARD UNANIMOUSLY AGREED THAT THE MINUTES OF THE MEETING OF <br />OCTOBER 6, 19761 BE CORRECTED AS OUTLINED ABOVE. <br />ROBERT "FLIP" LLOYD OF LLOYD & ASSOCIATES , AGENT FOR THE APPLICANT <br />APPEARED IN REGARD TO TENTATIVE APPROVAL FOR DUNES OF DEAUVILLE, UNIT 1, <br />MR. LLOYD INFORMED THE BOARD THAT ORIGINALLY DUNES OF DEAUVILLE, INC., <br />PURCHASED ABOUT 3/4 OF A MILE ON A -1-A SOUTH OF THE CITY LIMITS AND <br />DREW UP A MASTER PLAN WHICH RECEIVED TENTATIVE APPROVAL FROM THE BOARD <br />IN 1973. THEY STARTED THE PROJECT,(THE STREETS ARE IN, THE WATER AND <br />SEWER SYSTEM INSTALLED, AND THE SEWAGE PLANT CONSTRUCTED) AND THEN RAN <br />INTO FINANCIAL REVERSES. THE DUNES OF DEAUVILLE, INC., HAD THE SOUTH <br />ONE-THIRD OF THEIR PROPERTY RELEASED FROM THEIR MORTGAGE AND THE APPLICANT <br />NOW APPLYING FOR TENTATIVE APPROVAL FOR THE PLAT OF THIS PROPERTY, <br />BENEFICIAL STANDARD MORTGAGE INVESTORS, INC., OBTAINED OWNERSHIP OF THIS <br />SOUTH ONE-THIRD. MR, LLOYD NOTED THAT OVER THE PERIOD OF TIME THIS ALL <br />OCCURRED, THE TREATMENT PLANT WAS VANDALIZED TO AN EXTENT OF $11,000 <br />DAMAGES, AND BENEFICIAL STANDARD MORTGAGE INVESTORS, INC., HAS NOW <br />BOUGHT ALL THE EQUIPMENT NECESSARY TO ACTIVATE THE PLANT, BUT WILL NOT <br />HAVE THIS EQUIPMENT INSTALLED UNTIL THEY CAN PROCEED WITH DEVELOPMENT <br />BECAUSE OF POSSIBLE FURTHER VANDALISM. THIS EQUIPMENT IS NOW STORED AT <br />THE AIRBASE IN A BONDED WAREHOUSE. HE CONTINUED THAT THEY HAVE COMPLETED <br />EVERYTHING REQUIRED BY THE SUBDIVISION REVIEW COMMITTEE, AND NOTED THAT <br />ONCE THE PLAT IS RECORDED THEY WILL APPLY FOR THE TRANSFER OF THE SEWER <br />FRANCHISE AND ALREADY HAVE A LETTER FROM DUNES OF DEAUVILLE, INC., WHICH <br />IS NOW DEFUNCT, STATING THAT THEY WILL RELINQUISH THEIR RIGHTS TO THIS <br />FRANCHISE. MR. LLOYD NOTED THAT THERE ARE 42 LOTS IN THIS PHASE, AND <br />WHEN THE NEXT PHASE IS COMPLETED THERE WILL BE 184 ALTOGETHER.
