SETTING UP A VEHICLE WITHIN THE COUNTY TO PROVIDE MUNICIPAL SERVICES IN <br />A CERTAIN AREA AND LEVY TAXES FOR THE BENEFITS RECEIVED. <br />COMMISSIONER LOY ASKED IF A SERVICE AREA COULD BE DESIGNATED <br />THAT WOULD ENCOMPASS ALL THE COUNTY WITH THE EXCEPTION OF THE MUNICIPALITIES. <br />ATTORNEY COLLINS REPLIED THAT IT CAN BE SET UP ON A COUNTYWIDE <br />BASIS, BUT IT MAY BE MORE PRACTICAL TO SET IT UP ON SOME KIND OF GRID BASIS. <br />HE NOTED YOU CAN ALSO JUST TAKE A DESIGNATED AREA FOR THIS YEAR, SET IT UP <br />AND IMPLEMENT IT, AND THEN EXPAND AS YOU G0, <br />CHAIRMAN SIEBERT SAID HE FELT SETTING UP SUCH A SERVICE DISTRICT <br />WOULD BE A GOOD MOVE REGARDLESS OF WHETHER IT WAS EVER USED, <br />COMMISSIONER WODTKE DISCUSSED THE POSSIBILITY OF SETTING UP SUCH <br />A DISTRICT SO THAT THE PEOPLE RECEIVING THE GREATEST BENEFIT OF THE SERV- <br />ICES WOULD -PAY A HIGHER PREMIUM. <br />ATTORNEY COLLINS STATED THAT ONCE YOU DESIGNATE AN AREA, YOU MUST <br />BE UNIFORM. HE NOTED THAT THE THEORY OF THE SPECIAL TAXING DISTRICT IS <br />FOR THE COUNTY TO BE ABLE TO PROVIDE SERVICES IN OUTLYING AREAS THE SAME <br />AS ARE PROVIDED IN MUNICIPAL AREAS. <br />COMMISSIONER WODTKE THEN SUGGESTED CREATING VARIOUS TAXING DIS- <br />TRICTS AND HAVING A DIFFERENT LEVY OF MILLAGE IN THOSE DISTRICTS, PERHAPS <br />ACCORDING TO POPULATION. <br />ATTORNEY COLLINS NOTED THAT IF YOU SET UP ONE LARGE DISTRICT, <br />YOU WILL HAVE TO LEVY EQUALLY IN THAT AREA, BUT IF YOU SET IT UP IN GRIDS, <br />HE FELT YOU COULD VARY THE LEVY. <br />CHAIRMAN SIEBERT STATED THAT HE WOULD LIKE TO HAVE ENGINEER <br />BEINDORF AND ATTORNEY COLLINS WORK TOGETHER AND RECOMMEND AN AREA TO SET <br />UP FOR THIS PURPOSE. <br />DISCUSSION CONTINUED, AND THE BOARD AGREED THAT ATTORNEY COLLINS <br />AND ENGINEER BEINDORF SHOULD WORK TOGETHER ON RECOMMENDATIONS FOR SETTING <br />UP A TAXING DISTRICT OR DISTRICTS AND PREPARE A SUGGESTED ORDINANCE SO <br />THAT A PUBLIC HEARING CAN BE SET UP. <br />ATTORNEY COLLINS DISCUSSED WITH THE BOARD AN EXTENSION OF ORDI- <br />NANCE No. 75-6 IN REGARD TO A15 FOOT SETBACK ON STATE ROAD 60 AND NOTED <br />THAT HE HAD PREVIOUSLY GIVEN THE BOARD HIS OPINION THAT YOU CANNOT PICK <br />ONE SPECIFIC HIGHWAY AND APPLY A SETBACK THAT IS NOT CONSISTENT WITH OTHER <br />0 <br />40 <br />NOV 31976 <br />--mat 27 I, is7 <br />
