y
f
COST ESTIMATE
The cost figures in the engineering estimate are broken down by con—
tract items and are further divided into material and labor costs by
Federal Power Commission Uniform System of Accounts Prescribed for Public
Utilities and Licensees.
The estimate is based on current cost data and includes the contractor's
markup, overhead, bond and taxes as applicable. The breakdown used for the
contract estimate is as follows:
Engineering Material Estimate = BMP(1+S) (1+OH) (1+P) (1+B) (1+F)
BMP = Basic Material Price
S = Sales Tax ( 4%)
OH . Overhead
P = Profit (10%)
B .$ Bond ( 1%)
F = Freight ( 3%)
Material markup is therefore: 1.04 x 1.15 x 1.1 x 1.01 x 1.03 = 1.37
Engineering Labor Estimate = BLR(1+F) (1 -1 -TI) (140H) (1+P) (1+B)
BLR = Basic Labor Rate*
F = Fringe (•'9%)
TI = Taxes & Insurance (24%)
OR = Overhead (15%) !
P = Profit (10%)
B = Bond ( 1z)
Labor markup is therefore: 1.09 x 1.24 x 1.15 x 1.10 x 1.01 = 1.73
For line construction operations, equipment rental costs were marked up
with overhead, profit and bond or 1.15 x 1.10 x 1.01.= 1.27
*Basic Labor Rate = Rate (9.05) plus Foreman for 1/5 (1.90) plus General
i
for 1/16 (.61) = 11.56/hour•
=.60
10
