<br />the north half of the west 20.9 acres of Tract 4,
<br />Vero Beach, in said Indian River County, and that the said newspaper has heretofore

<br />MANY SMALL FRANCHISE AREAS.
<br />COMMISSIONER SIEBERT STATED THAT THE REASON FOR CREATING A
<br />DISTRICT IN THIS AREA IS THE PROLIFERATION OF SMALL FRANCHISE HOLDERS THAT -
<br />ARE HAVING DIFFICULTY MEETING STATE STANDARDS,
<br />IN DISCUSSION IT WAS AGREED THAT THIS IS PROBABLY THE SECOND
<br />GREATEST PROBLEM AREA,
