CHAIRMAN WODTKE ASKED THAT ATTORNEY COLLINS READ TO THOSE <br />PRESENT THE TEXT OF THE PROPOSED ORDINANCE. <br />ATTORNEY COLLINS STATED THAT HE WOULD LIKE TO MAKE A FEW BRIEF <br />COMMENTS BEFORE READING THE ORDINANCE. HE NOTED THAT WHAT WE ARE CREATING <br />�I.S A MUNICIPAL SERVICE TAXING UNIT. THE CONCEPT OF THE TAXING UNIT IS <br />.THAT COUNTIES CAN PROVIDE SERVICES THAT ARE NORMALLY FOUND WITHIN THE <br />BOUNDARIES OF A MUNICIPALITY TO AREAS OUTSIDE A MUNICIPALITY THAT NEED <br />THESE TYPE SERVICES, I.E., FIRE PROTECTION, WATER DISTRIBUTION, SEWER, <br />GARBAGE, ETC, IN THIS WAY, WHEN THE COMMISSIONERS DESIGNATE A SPECIFIC <br />NEED IN AN UNINCORPORATED AREA, THE PEOPLE IN THE AREA WHERE THE NEED IS <br />PAY FOR IT, AND THE COST IS NOT SPREAD OVER THE WHOLE COUNTY. THE ATTORNEY <br />NOTE5�THAT FOUR AREAS IN THE COUNTY HAVE BEEN DESIGNATED AS HAVING THESE <br />NEEDS EITHER IMMINENTLY OR IN THE FUTURE, AND THEN READ TO THOSE PRESENT <br />THE TEXT OF THE PROPOSED ORDINANCE. <br />CHAIRMAN WODTKE ASKED THAT THE COUNTY CONSULTING ENGINEER GO TO <br />THE MAP AND SHOW THOSE PRESENT THE BOUNDARIES OF THE AREA UNDER DISCUSSION, <br />WHICH INCLUDES THE GIFFORD AREA, U.D.U. AND DOWN TO THE NEW HOSPITAL. <br />KEN DAMEROW OF BEINDORF & ASSOCIATES APPEARED AS MR. BEINDORF <br />WAS OUT OF TOWN AND NOTED THAT THEY HAVE TRIED TO PICK OUT DISTRICTS THAT <br />HAVE PROBLEMS WITH THEIR WATER SUPPLY. HE ALSO NOTED THAT THESE DISTRICTS <br />CAN BE CHANGED READILY. MR, DAMEROW THEN POINTED OUT THE BOUNDARIES OF <br />THE AREA UNDER DISCUSSION ON THE MAP, EXPLAINING THAT THE BOUNDARIES ARE <br />IRREGULAR BECAUSE THE MUNICIPALITIES ARE NOT INCLUDED. <br />COMMISSIONER SIEBERT EXPLAINED TO THOSE PRESENT THAT AT THE <br />PRESENT TIME WE HAVE AN APPLICATION FOR A FEDERAL GRANT FOR THE PURPOSE <br />OF BUILDING WATER LINES TO THIS AREA, HE NOTED THAT THERE IS AN EXISTING <br />UTILITY COMPANY IN THIS AREA, URBAN DEVELOPMENT UTILITIES, WHICH HAS BEEN <br />CITED FOR VIOLATIONS, AND MANY OF THE PEOPLE IN THIS AREA MUST BOIL THEIR <br />WATER. HE CONTINUED THAT A TAXING DISTRICT IS ONE OF SEVERAL ALTERNATIVES, <br />AND IT COULD BE COMBINED WITH GRANT MONEY. HE NOTED THAT RATES WOULD HAVE <br />TO BE CHARGED, POSSIBLY A COMBINATION OF USER IS COST PLUS A SPECIAL TAX. <br />COMMISSIONER SIEBERT FURTHER EXPLAINED THAT IF THE TAXING DISTRICT IS NOT <br />CREATED PRIOR TO .JANUARY 1ST, IT WOULD BE ANOTHER TWELVE MONTHS BEFORE <br />SUCH A TAXING DISTRICT COULD BE ESTABLISHED.
