COMMISSIONER SIEBERT POINTED OUT THAT THE ONLY ONE OF THE TAXING <br />DISTRICTS BEING CONSIDERED TODAY THAT IS INTENDED TO BE USED IMMEDIATELY <br />IS THE ONE IN THE GIFFORD AREA. <br />MR. ZIMMER DISCUSSED THE AREA ON 76TH AREA AND SOUTH WHERE HE <br />FELT A WATER SYSTEM WOULD BE VERY BENEFICIAL AND ASKED WHETHER IN FUTURE <br />°PROCEDURE WITH SUBDIVISIONS, NEW DISTRICTS WOULD BE CREATED OR THE ONES <br />ALREADY ESTABLISHED MERELY ENLARGED, <br />ATTORNEY COLLINS STATED THAT THIS COULD BE HANDLED EITHER WAY, <br />BUT THE SAME PROCEDURE OF HOLDING PUBLIC HEARINGS WOULD HAVE TO BE FOLLOWED, <br />CHAIRMAN WODTKE ASKED IF THE DISTRICTS GREW LARGE ENOUGH, COULD <br />THEY BE MERGED, AND ATTORNEY COLLINS STATED THAT THE STATUTES ALLOW THIS. <br />CHAIRMAN WODTKE INFORMED THOSE PRESENT THE DISTRICTS BEING CON- <br />SIDERED TODAY ARE BASED ON THE SYSTEM WE HAVE NOW, THAT WE ARE'NOT CONTEM- <br />PLATING DRILLING WELLS AND PUTTING WATER TREATMENT PLANTS IN EACH DISTRICT. <br />HE POINTED OUT THAT ONE OF THE PRESENT PROBLEMS IS THAT SEVERAL WATER <br />FRANCHISE SYSTEMS ARE IN VIOLATION OF DER REQUIREMENTS AS TO QUALITY OF <br />WATER, ETC., AND ARE BEING CITED. CHAIRMAN WODTKE NOTED THAT THIS SITUA- <br />TION COMES UP EVERY FEW MONTHS WHEN THE FRANCHISE HOLDER WANTS A RATE IN- <br />CREASE TO TRY TO BRING THE SYSTEM UP TO REQUIRED STANDARDS, AND HE FURTHER <br />NOTED THAT BY LAW THEY ARE ENTITLED TO A 10% RETURN, THE CHAIRMAN STATED <br />THAT THE COUNTY IS SETTING UP THESE TAXING DISTRICTS AS A PRECAUTIONARY <br />MEASURE IN CASE THESE FRANCHISE HOLDERS SHOULD DECIDE THEY CAN'T MAKE THE <br />INVESTMENT NEEDED TO MEET THESE REQUIREMENTS AND SIMPLY WALK AWAY. CHAIR- <br />MAN WODTKE NOTED THAT MANY OF THESE FRANCHISE HOLDERS WHO HAVE A DISTRIBU- <br />TION SYSTEM WOULD BE GLAD TO NEGOTIATE AND DISPOSE OF IT, AND THEY ARE <br />REQUIRED, SHOULD THE COUNTY GO INTO THESE AREAS AND HAVE WATER AVAILABLE, <br />TO TURN OVER THEIR DISTRIBUTION LINES. THE CHAIRMAN CONTINUED THAT, AS <br />COMMISSIONER SIEBERT STATED RECENTLY, IF YOU CONTROL WATER, YOU CONTROL <br />EVERYTHING; IT CAN BE A STIFLING THING AND CAN STOP GROWTH, THUS THE <br />BOARD IS CONSIDERING SETTING UP THESE DISTRICTS IN ORDER TO BE ABLE TO COPE <br />IF IT CAN T BE DONE ANY OTHER WAY, ESPECIALLY AS THEY DO NOT WANT TO TAKE <br />AD VALOREM TAX MONIES AND CHARGE PEOPLE ALL OVER THE COUNTY. <br />0 <br />DEC 161976 0 <br />
