INTRODUCTION <br />Purpose and Intent <br />This document, titled Indian River County Local Housing Assistance Plan, outlines <br />and provides the general guidelines, operating procedures and assistance <br />strategies of the Indian River County Local Housing Assistance Program as <br />established by the Indian River County Board of County Commissioners via <br />Ordinance 93-13; pursuant to the requirements of the State of Florida State <br />Housing Initiatives Partnership (SHIP) Program and Rule Chapter 67-37, Local <br />Housing Assistance Plans, Florida Administrative Code (FAC). <br />The purpose and intent of the Indian River County Local Housing Assistance Plan <br />is to provide guidelines, operating procedures and assistance strategies to be <br />utilized by the Indian River County Local Hosing Assistance Program in order to <br />encourage the provision and rehabilitation of decent, affordable housing for the <br />residents of Indian River County. <br />The first Indian River County Local Housing Assistance Plan was approved by the <br />Board of County Commissioners on April 6, 1993. In June, 1993, the Florida <br />Housing Finance Corporation approved the county's plan and authorized the <br />disbursement of funds. The county's plan was revised in 1994, 1997, 1999, and <br />2003. <br />I. PROGRAM DESCRIPTION Chapter 67-37.005 F.A.C. and Section 420.9072, F.S. <br />A. INDIAN RIVER COUNTY, FLORIDA <br />Section 420.9072(5),F.S. <br />Interlocal: Yes No X <br />Name of participating local government(s) in the Interlocal Agreement; <br />This plan is a countywide plan. Consequently, participants may reside in <br />the unincorporated county or within any municipality in the county (City <br />of Fellsmere, City of Sebastian, City of Vero Beach, Town of Indian River <br />Shores, and Town of Orchid).. <br />B. Purpose of the program: Section 420.9072, F.S. and Chapter 67- <br />37.005(3), F.A.C. <br />The purpose of the program is to meet the housing needs of very low, low, <br />and moderate -income households, to expand production of affordable <br />housing, to preserve the existing affordable housing stock, and to further <br />the housing element of the Indian River County Comprehensive Plan specific <br />to affordable housing. <br />C. Fiscal years covered by the Plan: Chapter 67-37.002,F.A.C. <br />X 2006/2007 <br />X 2007/2008 <br />X 2008/2009 <br />D. Governance: Chapter 67-37.005(3)and(5)(i)F.A.C. and Section <br />420.9071 (14)F.S. <br />The SHIP Program has been established in accordance with Section 420.907- <br />9079, Florida Statutes and Chapter 67-37.007, Florida Administrative Code. <br />The SHIP Program furthers the housing element of the Indian River County <br />Comprehensive Plan. <br />E.Local Housing Partnership: Section 420.9072(1)(a), F.S. <br />The SHIP Program builds active partnerships between government, lax7ers, <br />builders and developers, real estate professionals, advocates for low- <br />income persons, and community groups. <br />1 <br />
