FUNDS UNDER THE PUBLIC WORKS EMPLOYMENT ACT TO BE USED FOR THE WATER LINE <br />TO GIFFORD. HE INFORMED THE BOARD THAT THE PLANS ARE IN GOOD SHAPE AND <br />ACTUALLY READY TO GO TO BID, BUT FINANCING THE PROJECT IS THE BIG (QUESTION. <br />HE CONTINUED THAT THEY HAVE HAD AN INDICATION THAT FHA WOULD LOOK WITH <br />FAVOR ON AN APPLICATION FROM THE COUNTY FOR A GRANT TO MEET PART OF THE <br />EXPENDITURES, DR. SMITH NOTED THAT THEIR GRANT LIMITS GO UP TO ABOUT 50%, <br />BUT A PRE -APPLICATION MUST BE SUBMITTED AND ELIGIBILITY DETERMINED IN RE- <br />GARD TO THE LEVEL -OF INCOME OF THE AREA TO BE SERVED. HE ESTIMATED THE <br />TOTAL PROJECT AT ABOUT $700,000, WHICH WOULD LEAVE $350,000 TO FINANCE, AND <br />ASKED THE BOARD TO INSTRUCT THE ENGINEERS ON HOW TO PROCEED. <br />CHAIRMAN WODTKE AGREED THAT THE FAILURE TO GET FUNDING ON THIS <br />PROJECT WAS A GREAT DISAPPOINTMENT, AND SENATORS STONE, CHILES AND BAFALIS <br />HAVE BEEN CONTACTED IN THIS REGARD. HE FELT THE BOARD WILL HAVE TO MAKE <br />SOME DECISIONS ON HOW TO CARRY ON THIS PROJECT. <br />COMMISSIONER SIEBERT STATED THAT SINCE THE GRANT APPLICATION <br />WAS TURNED DOWN, HE HAS TALKED WITH NUMEROUS PEOPLE THROUGHOUT THE COUNTY, <br />AND THE PREVAILING ATTITUDE IS THAT WE SHOULD APPLY FOR ANY GRANT MONEY <br />AVAILABLE AND THE RESPONSIBILITY FOR THE REST OF THE PROGRAM IS THE RE- <br />SPONSIBILITY OF EVERYBODY IN THE COUNTY. HE CONTINUED THAT HE AGREED WE <br />MUST FIND A WAY TO FUND THIS PROJECT AND DOES NOT FEEL THAT WE CAN WAIT AND <br />HOPE ANOTHER PROGRAM WILL COME ALONG. <br />ATTORNEY COLLINS REMINDED THE BOARD THAT ABOUT THREE YEARS AGO <br />VISTA ROYALE ENTERED INTO AN AGREEMENT WITH THE COUNTY WHEREBY THEY WOULD <br />WORK TOWARDS A GOAL OF THE COUNTY TAKING OVER THEIR WATER AND SEWER, AND <br />THEY ARE NOW ABOUT AT THE POINT WHERE THEY ARE THINKING OF BUILDING A WATER <br />TREATMENT AND SEWER PLANT. THE ATTORNEY SUGGESTED THAT RATHER THAN HAVE <br />THEM BUILD A PLANT TO MEET ONLY THEIR OWN NEEDS, THAT IT SHOULD BE A CO- <br />ORDINATED EFFORT WITH THE COUNTY FOR WATER FOR THE SOUTH COUNTY AREA. <br />COMMISSIONERS SCHMUCKER AND SIEBERT FELT -THAT THE WATER PROBLEM <br />TO THE NORTH MUST BE SETTLED FIRST, <br />COMMISSIONER SCHMUCKER DISCUSSED THE POSSIBILITY OF ELIMINATING <br />THE PROPOSED WATER STORAGE TANK IN GIFFORD. <br />22 <br />JAN 19 1977 . <br />
