RESOLUTION NO. 2005-034 <br />A RESOLUTION OF THE BOARD OF <br />COUNTY COMMISSIONERS OF INDIAN <br />RIVER COUNTY, FLORIDA, ENDORSING <br />GOVERNOR BUSH'S PROPOSAL IN <br />SUPPORT OF EDUCATION IN FLORIDA. <br />WHEREAS, the 2002 Amendment to the Florida Constitution requiring a <br />reduction in class sizes in Florida public schools was a well -intended effort to <br />improve education throughout the state; and <br />WHEREAS, however, studies have consistently shown that the quality of <br />teaching, rather than class size, is the most important factor contributing to <br />individual student progress; and <br />WHEREAS, educational studies clearly demonstrate that students <br />experience significant residual effects of a quality teacher for at least two years <br />and that the experience of a quality teacher for two consecutive years provides a <br />long lasting positive impact on the learning experience; and <br />WHEREAS, Governor Bush proposes a revision offering flexibility in the <br />determination of class size, enabling School Districts to develop local strategies <br />that respond to community needs and comply with the intent of the Amendment; <br />and <br />WHEREAS, Governor Bush further recommends that funds saved due to <br />this revision be utilized to attract and reward teachers by the establishment of a <br />statewide starting salary; <br />NOW, THEREFORE, BE IT RESOLVED, that the Board of County <br />Commissioners of Indian River County, Florida strongly endorses Governor <br />Bush's proposal in support of education in Florida, and that a copy of this <br />Resolution be sent by the Clerk to the Board of County Commissioners to the <br />Governor, Speaker of House, Senate President, Commissioner of Education, and <br />the Treasure Coast Legislative Delegation. <br />
