<br /> A RESOLUTION OF THE BOARD OF COUNTY
<br /> COMMISSIONERS OF INDIAN RIVER COUNTY,
<br /> FLORIDA, SUPPORTING THE REAPPOINTMENT OF
<br /> JEAN L. KLINE, B.S.N., M.P.H., AS THE INDIAN RIVER
<br /> COUNTY HEALTH DEPARTMENT ADMINISTRATOR.
<br /> WHEREAS, Jean L. Kline, B.S.N., M.P.H., has served well and faithfully the
<br /> people of the State of Florida and of Indian River County as the Indian River County
<br /> Health Department Administrator since December 12, 1995; and
<br /> WHEREAS, Jean L. Kline, B.S.N., M.P.H., has effectively managed the Indian
<br /> River County Health Department with skill and professionalism, earning the confidence
<br /> and respect of patients, medical professionals, and elected officials alike; and
<br /> WHEREAS, during her tenure as the Indian River County Health Department
<br /> Administrator, Jean L. Kline, B.S.N., M.P.H., has developed and cultivated an effective
<br /> and productive rapport with Indian River County officials; and
<br /> WHEREAS, Jean Kline, B.S.N., M.P.H., has received four pages of
<br /> commendations on the operation of the Indian River County Health Department in its
<br /> Quality Improvement Review with the State, and has been described by the Deputy
<br /> State Health Officer as having "the best" County Health Department in the State of
<br /> Florida; and
<br /> WHEREAS, Jean L. Kline, B.S.N., M.P.H., is a credit to her profession, having
<br /> received commendations for such projects as the Gifford Neighborhood Survey Team,
<br /> integration of mental health services with primary care visits, expansion of the dental
<br /> clinic, a 98% acceptance rate among new parents in a newborn mentoring program,
<br /> interpreter services, and the "We Care" volunteer physician program; and
<br /> WHEREAS, Jean L. Kline's overall appraisal was "Excellent" on her Selected
<br /> Exempt Service Professional Employee Performance Appraisal for the rating period
<br /> January, 2001, to January, 2002, and her strengths were stated as follows: "Ms. Kline
<br /> has done many activities to foster the mission of the department within Indian River
<br /> County. She has an excellent working relationship with her county commission and has
<br /> fostered partnership development within the county to improve health outcomes in the
<br /> community. She works closely with many organizations as [she] serves on numerous
<br /> boards. She is to be commended for her tremendous emotional presence. Ms. Kline
<br /> continuously looks for ways to foster improvements in her CHD among staff and clients.
<br /> She volunteers for many activities which are sponsored by the department."; and
<br /> WHEREAS, the reappointment of Jean L. Kline, B.S.N., M.P.H., as the Indian
<br /> River County Health Department Administrator would enable Ms. Kline to continue her
<br /> good work on behalf of the citizens of the State of Florida and of Indian River County,
