By the River, Inc. <br />November 2006 <br />THE COMMUNITY CONTRIBUTION TAX CREDIT PROGRAM <br />Organization Sponsor Proposal <br />Submitted to Executive Office of the Governor <br />Office of Tourism, Trade and Economic Development <br />The Capitol <br />Suite 2001 <br />Tallahassee, Florida 32399-0001 <br />Sponsor Criteria: "Sponsor a project to construct housing for low-income persons." <br />"A non-profit corporation affiliated with cornmunity development." <br />Type of contribution sought and intended use: <br />By the River will be seeking donor tax credits for charitable contributions to construct housing <br />for low-income persons. <br />DEVELOPMENT DESCRIPTION <br />Specific location: The Applicant, By the River, Inc., will be located in Indian River County on <br />11045 Roseland Road in Sebastian, Florida, 32958. The South end of the site is bordered by <br />state protected wetlands with a wide variety of natural Florida flora and fauna. The St. <br />Sebastian River borders the West side of the property, which is a natural habitat for manatees <br />and dolphins and widely enjoyed by bird watchers, canoe riders and pleasure boaters. Live <br />oaks and pine trees are part of the overall diverse vegetation. <br />Description of the facility: These four, ten unit, single story homes with a central common <br />area will be located on 6.57 acres of land as part of a 78 acre Planned Development that <br />includes in its plan a Kindergarten thru 811' grade 200 student school campus that will have <br />room available for other functions and uses, an international conference and retreat center <br />with monthly workshops, a cafe and guest cottages and a residential area. <br />Each unit in By the River will have ample space for basic activities—sleeping, lounging (TV), <br />reading/writing, cooking and personal hygiene (shower with handicapped access for 100% of <br />the units), has been planned. In addition, cable connection for television and telephone links <br />will also be available for each apartment. <br />Municipal water and sewer are available along Roseland Road for connections to the facility, <br />as are electrical and telecommunication services. <br />The project's ability to proceed is evident, as all due diligence procedures have been <br />completed. Environmental Phase I & II survey's have been fulfilled. All zoning requirements, <br />archeological and topographical surveys have also been completed. The buildings are being <br />designed to comply with applicable Florida Hurricane Code. Fire protective services are <br />available from the City of Sebastian Fire House on Barber Street, less than two miles away. <br />Please see the conceptual site plan rendering of By the River on the following page. <br />1 <br />
