Speci__ically, a 1000 by 50 by 10 -foot deep <br />lake has been excavated and spoil therefrom placed in white mangrove wetlands <br />of a mosquito control impoundment in Section 19, Township 33 South, Range <br />40 East as indicated on the attached portion of the Indrio quadrangle map. <br />Under our present permit regulations, we must make an evaluation, similar <br />to that made on a permit application, to determine whether the above-mentioned <br />work or alternately, some form of restoration is in the general public interest. <br />In order to conduct a complete evaluation of this project, we request any <br />recommendations your agency may wish to offer regarding the probable beneficial <br />and/or detrimental consequences of the present work versus those of possible <br />restoration of the area. . <br />Vista Properties claims that the lake it anticipates completing is necessary <br />to retain stormwater and to prevent saltwater intrusion into the potable <br />well supply for its upland development, Vista Royale. The final configura- <br />tion of the project is to be an impounded freshwater lake with marsh islands <br />and depths of less than 10 feet. <br />Because of the areas delicate ecological balance and because legal action <br />for possible restoration is anticipated, your agencyl.s analysis and recommendations <br />are absolutely essential to an effective resolution of this matter. Considering <br />the need to act decisively on this violation, we request that your comments <br />be submitted no later than 18 March 1977, Attention: Mr. Vic Anderson, Enforcement <br />Section, telephone 904/791-2211.
