VERA FALCO OF 2646 VICTORY BOULEVARD WHICH IS WITHIN THE <br />CITY LIMITS, INFORMED THE FOARD THAT SHE IS A MEMBER OF A KENNEL CLUB,, <br />HER DOGS ARE FENCED, WELL DISCIPLINED AND CARED FOR.; AND SHE IS VERY <br />MUCH OPPOSED TO A LIMITATION OF 3 DOGS IN ANY SINGLE FAMILY DI.STRIC`i', <br />CHAIRMAN WODTKE INFORMED HER THAT THE PROPOSED ORDINANCE DOES <br />NOT AFFECT ANY MUNICIPALITY, ONLY THE UNINCORPORATED AREA OF THE COUNTY, <br />BUT INSTRUCTED THAT HER LETTER BE.MADE A PART OF THE MINUTES, AS FOLLOWS: <br />March 22, 1977 <br />RE: ORDINANCE LIMITING NUMBER OF DOGS PER FAMILY <br />The Stuart -Fort Pierce Kennel Club is a non-profit organization, <br />sanctioned by The American Kennel Club. We are a group of people <br />who are interested in promoting the BETTERMENT of pure-bred dogs --- <br />this means improvement of QUALITY NOT QUANTITY. Our organization <br />serves the tri -county area (St. Lucie, Martin, and Indian River <br />Counties) and 32% of our membership comes from Iridian River County <br />and 55.5% of our Officers and Board of Directors are Vero Beach <br />residents. <br />Dogs ar, our hobby and we must be dedicated to pursue it.... for, <br />unlike other hobbies which can be enjoyed by whim, our dogs require <br />full time care and a.6ention. It is necessary that the dogs be well <br />cared for, clean, mannerly, and healthy in order to be successful-- <br />or even involved in --this hobby. <br />We appreciate clean surroundings ---house and yard--- and endeavor to <br />pick up after our dogs and keep them as clean and healthy as possible. <br />We respect our neighbors` rights not to be annoyed by constant noise <br />and try to keep our dogs reasonably quiet and, in fact, most are much <br />quieter than the "one dog per family" dog who is tied out in his yard <br />or who roams the community. We believe in having the proper facilities <br />to,care for our animals and confine them to a fenced in area or yard <br />for their protection and for that of our neighbors. We care for our <br />dogs and they are a large monitary investment, therefore they do not <br />run the streets or harm property of our neighbors or the County. <br />We feel that passage of any type of ordinance to limit the number of <br />dogs a family may own will do nothing to solve any "dog problem" the <br />County has and will at the same time penalize us, who are conscientious <br />about our dogs, by infringing on our rights to pursue this hobby. <br />It has been our observation that the main dog problems are dogs that run <br />loose and destroy property; soil public and private areas, injure the <br />public by biting, and generally create a nuisance and that THESE belong, <br />for the most part, to one and two dog" families -----families that simply <br />don't care about their animals, regardless of the number that they have. <br />The fact remains that WE DO CARE ----CARE for our DOGS and CARE for <br />our COMMUNITY and for OURSELVES!
