F <br />P <br />TABLE II 11OUSING ASSISTANCE NEEDS OF LOWER INCOME 11OUSE11OLDS 1977 <br />The 1970 Census, Special Tabulation DHUD, stated the number of <br />owner and renter households by income, race, and if elderly, that <br />were inadeequatly housed in the county. Section 8 income limits <br />and a income adjustment factor were applied to give the total <br />number of households needing assistance. <br />Vero Beach and all other incorporated communities were subtracted <br />out by their appropriate percentages. <br />The handicapped houseboils were estimated based on the number of <br />receipients of Public Assistance for the blind and disabled. <br />The 1970 totals were updated to 1977. The percentage growth of <br />households receiving A.F.D.C, payments from the state from 1969 <br />to 1976 was compared to the state growth in households and the <br />unincorporated County's growth in households. This factor was <br />applied to owner and renter households for the 1977 needs. <br />Minority households statewide and in the County have not grown <br />at the same rate as total population. The 1960 -to 1970 growth <br />rate for blacks in the County was about a third of the total <br />County growth rate. This factor was applied to the 1970 to 1977 <br />overall growth rate to obtain the new households requiring assistance. <br />Households living in assisted housing constructed since 1970 were <br />subtracted out. <br />Female Headed Households were 61% of all households with incomes <br />less than 125% of the.poverty level. This was applied to the <br />total lower income households requiring assistance. The percentage <br />of female headed households from Vero Beach and other* communities <br />were subtracted out.
