COMMISSIONER SIEBERT ASKED THAT AN EMERGENCY ITEM BE ADDED TO <br />I <br />THE AGENDA IN REGARD TO FUNDING OF TREASURE COAST REGIONAL PLANNING COUNCIL, <br />ON MOTION BY COMMISSIONER SIEBERT, SECONDED BY COMMISSIONER LOY, <br />THE BOARD UNANIMOUSLY ADDED THE ABG.E EMERGENCY ITEM TO THE AGENDA. <br />SAM SHANNON, EXECUTIVE DIRECTOR OF TREASURE COAST REGIONAL PLAN— <br />NING COUNCIL, APPEARED AND PRESENTED A RESOLUTION FOR THE BOARDS CONSID— <br />ERATION. HE STATED THAT A SUB—COMMITTEE HAS RECOMMENDED PUTTING !ANGUAGE <br />IN THE APPROPRIATIONS BILL THAT WOULD PROVIDE THAT ALL TEN PLANNING COUNCILS <br />IN EXISTENCE PRIOR TO TREASURE COAST PLANNING COUNCIL BE FUNDED, BUT THAT <br />TREASURE COAST PLANNING COUNCIL RECEIVE NO FUNDS FOR THE FISCAL YEAR <br />1977/78. HE STATED THAT HIS PROPOSED RESOLUTION SETS OUT SOME OF THE CON— <br />CERN AND BACK GROUND THAT SHOULD BE PRESENTED TO THE LEGISLATURE. <br />MR. SHANNON CONTINUED THAT HE HAS TWO MAJOR CONCERNS: (1) THAT <br />THE SUB—COMMITTEE BY THEIR PROPOSED LANGUAGE IS SUGGESTING THAT TAXES <br />COLLECTED STATEWIDE AND PLACED IN THE GENERAL FUND OF THE STATE BE SPENT <br />STATEWIDE WITH THE EXCEPTION OF THE 4—COUNTY AREA OF MARTIN, ST. LUCI-E, <br />INDIAN RIVER AND PALM BEACH CCUdTIES; AND (Z) THAT THE SUB—COMMITTEE IS <br />TRYING TO WRITE SUBSTANTIVE LEGISLATION THROUGH THEIR COMMITTEE AND WITHOUT <br />GOING THROUGH NORMAL CHANNELS, HE POINTED OUT THAT IF STATE FUNDING IS <br />NOT AVAILABLE FOR THE PLANNING COUNCIL BUT THE RESPONSIBILITIES ARE STILL <br />THERE, SOMEBODY WILL HAVE TO PAY THE TAB, WHICH IS ABOUT $46,000. <br />DISCUSSION FOLLOWED AS TO HOW THE 11TH DISTRICT CAME INTO BEING, <br />COMMISSIONER LOY ASKED WHETHER THE INITIAL MONIES THAT WERE AP— <br />PROPRIATED FOR OUR NEW DISTRICT CAME FROM THE STATE GENERAL FUND OR IF THEY <br />WERE TAKEN AWAY FROM THE OTHER DISTRICTS, s <br />MR. SHANNON SAID THAT THERE WAS $500,000 ORIGINALLY INTENDED FOR <br />THE TEN DISTRICTS, BUT IT WAS SPLIT UP AMONG THE ELEVEN DISTRICTS. <br />COMMISSIONER LOY NOTED THAT THE 11TH DISTRICT HAS BEEN CREATED <br />AND IS A VIABLE FUNCTIONING ENTITY, SHE, THEREFbRE, FELT IF THE LEGISLA— <br />TURE DOES NOT WISH ANY FURTHER DISTRICTS CREATED, THEY SHOULD TAKE STEPS <br />TO PREVENT THIS FROM HAPPENING INSTEAD OF DESTROYING SOMETHING THAT IS <br />ALREADY CREATED. <br />5 <br />MAR.2 81977 <br />
