PROGRAM YEAR <br />3' [A ORIGINAL <br />El AMENDMENT <br />Oplicaner Only) <br />FROh/: <br />7/1/77 TO: 6/30/78 <br />c-1 Provision and upgrading of basic public facilities essential to the conservation <br />and expansion of the housing stock in, low and moderate income areas. <br />Street surfacing improvements in the form of marl surfacing, or paving where <br />r -o -w has been deeded and development is sufficient to justify the improvements, <br />in order to eliminate potholes, ,mud, dust and blighting influences attendant to <br />unimproved dirt roads. <br />Basic street/surface drainage improvements in low and moderate income areas <br />Suffering from excessive flooding and stagnant waters which create a potential <br />health hazard. <br />The intention is to remove influences which inhibit home maintenance, and engender <br />increased neighborhood pride whereby overall neighborhood upkeep is improved <br />and adjacent vacant properties may become more desirable.for development of low <br />and moderate income homes on a private basis. <br />The above activities will be concentrated in ED's 3;4, and 5. <br />Supporta Noed(s) No:' A-1 <br />c'2 Demolition of vacant dilapidated residential structures. <br />.To steadily reduce-the'inventory of unsafe housing unfts in the County and to <br />prevent their continued use. The removal of such structures through the CD r <br />Program may also serve as an inducement for development of new.low or moderate <br />priced homes on the parcels. <br />Demolition activities will be undertaken in-ED's 3,4.;;5, 11 a0*A9 which represent' <br />the primary areas of housing substandardness and lower income.: <br />r <br />Supports Nvodrsr No: A-2 <br />c-3 Rehabilitation of Substandard residential structures in low and mocerate income <br />,areas. <br />The County -has earmarked funds for rehabilitation in its 1976/77 CD Program. <br />Eleven homes have been -identified and the eligibility of their owners is under <br />investigation. The funds available during the second year are insufficient to <br />address all eleven; therefore, in order to maintain a continuity of effort, <br />rehabilitation is proposed for the coming year.
