WHEREAS, driving an automobile in traffic is one of the most <br />widely practiced social skills in our community; and <br />WHEREAS, driving an automobile in traffic involves high potential F <br />for injuring pedestrians and other motorists and causing great property <br />damage arising from traffic accidents; and <br />WHEREAS, the danger of being involved in a traffic accident af- <br />fects every man, woman, and child in this community since most are <br />either a'driver,passenger, or pedestrian at one time or another; and <br />WHEREAS, few drivers have had the opportunity to learn traffic <br />crash avoidance skills in an organized and systematic manner; and <br />WHEREAS, crash avoidance skill is not something to have or not <br />to have, according to individual whim. Since others are vulnerable <br />to one's lack of skill, it is the responsibility of each driver to <br />make contain (as far as possible) that he develops his skill to the <br />hiv}ee* n eie-e�. <br />o" _d --- <br />`^" <br />WHEREAS, the Defensive Driving Course of the National Safety <br />Council teaches the accepted accident avoidance skills and has reached <br />almost eight million drivers; and <br />WHEREAS, this course is now available to citizens of this com- <br />munity through the Indian River Safety Council, and <br />WHEREAS, the National Safety Council has declared April 3-9 to <br />be NATIONAL DEFENSIVE DRIVING WEEK. <br />NOW, THEREFORE, BE IT PROCIAIMED BY THE BOARD OF COUNTY COMMISSIONERS <br />OF INDIAN RIVER COUNTY, FLORIDA that the week beginning April 3 be <br />designated as DEFENSIVE DRIVING WEEK and urge all,drivers to take <br />advantage of driver improvement training opportunities available in <br />this community. Further, to call upon all community leaders, employers <br />and private organizations to sponsor training courses in accident <br />avoidance techniques so as to improve the driving skills of drivers <br />in this community. <br />APR '6 1977 <br />g <br />
